<br />City Council Minutes <br />July 25, 1994 <br /> <br />Page 3 <br /> <br /><< <br /> <br />e <br /> <br />Mayor Duitsman indicated that he would support the option of the City paying <br />the annual $15.00 per month contribution, starting in August as opposed to <br />January. Councilmember Farber indicated that he is in favor of changing to a <br />co pay system. Because the premiums for PEIP were less than HealthPartners, <br />Council member Farber suggested that the City consider PEIP for health <br />coverage. <br /> <br />Lori Johnson indicated that if the Police Union did not accept the PEIP plan, the <br />option would be open to split the group. Council member Farber suggested that <br />the Police Union discuss this issue and consider contracting with PEIP. <br /> <br />COUNCILMEMBER DIETZ MOVED THAT ANY INCREASE IN PREMIUM FOR HEALTH <br />INSURANCE TO BE PAID BY MEMBERS ELECTING FAMILY COVERAGE BE WAIVED FOR <br />THE MONTH OF JULY, AND THAT THE CITY INCREASE ITS CONTRIBUTION $15 PER <br />MONTH EFFECTIVE AUGUST 1, 1994. COUNCILMEMBER FARBER SECONDED THE <br />MOTION. THE MOTION CARRIED 4-0. <br /> <br />. <br />4.6. Consider EDA site alternatives <br /> <br />Street Superintendent Phil Hals explained that the models of park options for the <br />EDA site have been presented to the EDA, Chamber of Commerce Board of <br />Directors and the Park and Recreation Commission. He indicated that the <br />Downtown Development corporation will review the options on July 28. <br /> <br />e <br /> <br />It was the consensus of the Council to take no action until the park options have <br />been reviewed by the Downtown Development Corporation. <br /> <br />4.7. <br /> <br />Update on Sherburne County tippinq fee and Elk River qarbaqe rates <br /> <br />Assistant Planner Gary Schmitz, informed the Council that the tipping fee has <br />been decreased by the County. Gary Schmitz indicated that as a result of the <br />tipping fee decrease, staff is recommending a refuse rate decrease of $1.00 per <br />household per month. <br /> <br />COUNCILMEMBER FARBER MOVED TO AUTHORIZE A REFUSE RATE DECREASE OF <br />$1.00 PER HOUSEHOLD PER MONTH. COUNCILMEMBER DIETZ SECONDED THE <br />MOTION. THE MOTION CARRIED 4-0. <br /> <br />4.8. Update on ice arena proiect <br /> <br />Jeff Gongoll, Chair of the Ice Arena Task Force, indicated that the Task Force has <br />completed its responsibilities of determining the projected revenues and <br />expenses to build and operate the proposed ice arena. He indicated that the <br />committee felt very comfortable with the projections. The staff memo dated <br />7/21/94 was received by the Council. <br /> <br />COUNCILMEMBER FARBER MOVED TO APPROVE THE FOLLOWING: <br /> <br />e <br /> <br />--FINANCIAL FRAMEWORK OF $230,000 ANNUALLY TO BE AVAILABLE FOR DEBT <br />SERVICE <br />--TO FORMALLY APPOINT THE ICE HOCKEY ARENA TASK FORCE <br />--TO AUTHORIZE THE HIRING OF A CONSTRUCTION MANAGER. <br />
