THE MOTION CARRIED 3-1. <br />COUNCILMEMBER SCHEEL OPPOSED. <br />Councilmember Scheel stated that she is opposed because she believes the <br />project serves a special interest group. <br /> <br />8.4. <br /> <br />Consider Seal Coat Bids <br /> <br />Phil Hals stated that the City received four bids for the City's 1994 street seal <br />coating program. He recommended that the Council consider awarding the bid <br />to Pearson Brothers, Inc. who was the lowest bidder at $46,438.66. <br /> <br />COUNCILMEMBER FARBER MOVED TO ADOPT RESOLUTION 94-79, A RESOLUTION <br />ACCEPTING THE BID OF PEARSON BROTHERS, INC. AT $46,438.66, AND AUTHORIZING <br />EXECUTION OF CONTRACT IN THE MATTER OF THE SEAL COAT IMPROVEMENT OF <br />.1994. COUNCILMEMBER SCHEEL SECONDED THE MOTION. THE MOTION CARRIED 4- <br />O. <br /> <br />8.5. <br /> <br />Consider authorizina the acauisition of MSA Riaht of Way for Waco Sf. north of Elk <br />River <br /> <br />e <br /> <br />City Engineer Terry Maurer indicated that the proposed future construction of a <br />bridge over the Elk River on Waco Street alignment has been discussed between <br />staff and MnDOT officials. He stated that Waco Street is currently on the <br />Municipal State Aid system. The MSA system allows the City to pursue right-of-way <br />for future bridge and street alignments. Terry Maurer recommended that the <br />Council authorize staff to pursue the right-of-way for a bridge over the Elk River. <br /> <br />COUNCILMEMBER SCHEEL MOVED TO AUTHORIZE THE CITY ENGINEER TO PURSUE THE <br />RIGHT-OF-WAY OVER THE ELK RIVER ON THE WACO STREET ALIGNMENT. <br />COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />8.6. Consider resolution supportina the ioint MnDOT /DOT-City of Elk River Corridor <br />Study of Trunk Hiahways 10 and 169 <br /> <br />City Engineer Terry Maurer indicated that MnDOT is proposing a joint study with <br />the City of Elk River to study the Trunk Highway 10/169 corridor. <br /> <br />COUNCILMEMBER DIETZ MOVED TO ADOPT RESOLUTION 94-80, A RESOLUTION <br />SUPPORTING THE JOINT CITY OF ELK RIVER/MNDOT CORRIDOR STUDY OF TRUNK <br />HIGHWAY 10 AND 169 WITHIN THE CORPORATE LIMITS OF THE CITY OF ELK RIVER. <br />COUNCILMEMBER FARBER SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />The Council recessed at 6:55 p.m. and reconvened at 7:00 p.m. <br /> <br />8.2. <br /> <br />Update on Surface Water Manaaement Fee <br /> <br />e <br /> <br />City Engineer stated that the storm sewer and storm drainage problems have <br />been an on-going problem in the City of Elk River for many years. He indicated <br />that in the past the City has dealt with the problem through assessments. He <br />further stated that the City is looking for a more equitable way to fund the <br />correction of the storm sewer and drainage issues in the City. Terry Maurer <br />
