<br />City Council Minutes <br />July 25, 1994 <br /> <br />Page 2 <br /> <br />e <br /> <br />COUNCILMEMBER SCHEEL MOVED TO ISSUE THE $5,000 TO THE ARTS COUNCIL FROM <br />THE 1994 CITY BUDGET. COUNCILMEMBER FARBER SECONDED THE MOTION. THE <br />MOTION CARRIED 4-0. <br /> <br />4.3. <br /> <br />Consider request from Chief of Police Tom Zerwas to develop a one year eliqibility <br />list for police officers <br /> <br />Police Chief Tom Zerwas stated that the Elk River Police Department is requesting <br />authorization to advertise for the position of police officer for the purpose of <br />creating an eligibility roster. He explained that the eligibility roster would be used <br />to expedite the hiring process, if a vacancy should occur. <br /> <br />COUNCILMEMBER FARBER MOVED TO AUTHORIZE THE POLICE CHIEF TO ADVERTISE <br />FOR THE POSITION OF POLICE OFFICER FOR THE PURPOSE OF CREATING AN <br />ELIGIBILITY ROSTER. COUNCILMEMBER SCHEEL SECONDED THE MOTION. THE <br />MOTION CARRIED 4-0. <br /> <br />4.4. <br /> <br />Consider improvements to 221 st Avenue gravel road <br /> <br />e <br /> <br />City Administrator Pat Klaers stated that the proposed upgrade of 221 st Avenue <br />consists of straightening the road and improving the gravel base. The project was <br />bid in 1993 at a cost of $100,000. The Council voted to delay the project until <br />after the results of the 1994 Audit. The City Administrator explained that the audit <br />has been completed and it has been determined that there is sufficient money in <br />the street reserve fund and capital projects fund to complete the project. <br /> <br />Street Superintendent Phil Hals indicated that the gravel operators have been <br />notified of the proposed project. He noted that Midwest Asphalt has offered to <br />provide some of the class five for the project. Councilmember Dietz suggested <br />that the City contact C.S. McCrossan and the Tiller Corporation and request a <br />contribution from them also. He indicated that 221st Avenue is used mainly by <br />the gravel trucks and garbage trucks. <br /> <br />COUNCILMEMBER SCHEEL MOVED TO AUTHORIZE THE UPGRADE OF 221ST AVENUE <br />AND REQUESTED STAFF TO REQUEST THAT A CONTRIBUTION OF CLASS FIVE BE MADE, <br />TO BE USED FOR THE PROJECT, FROM THE TILLER CORPORATION AND C.S. <br />MCCROSSAN CORPORATION. COUNCILMEMBER FARBER SECONDED THE MOTION. <br />THE MOTION CARRIED 4-0. <br /> <br />4.5. Presentation on employee health insurance <br /> <br />Finance Director Lori Johnson explained that the City's health insurance contract <br />has been rebid due to the rate increase from HealthPartners. The bid information <br />was provided to seven companies, however each of the seven companies <br />declined to quote. She explained that the City now has the option of choosing <br />between HealthPartners or PEIP. <br /> <br />e <br /> <br />Lori Johnson explained that an Employee Health Insurance Advisory Committee <br />was formed and discussed several options available to the City to deal with the <br />issue. Lori Johnson reviewed these options with the City Council. <br />
