He stated that Elk River Landfill is requesting $70,000 in the <br />form of a grant from the City of Elk River to place an active gas extraction system <br />in the Landfill. Chris Kreger stated that some of the conditions requested by staff <br />are unnecessary, particularly items #3 and #6. <br /> <br />Following discussion regarding the grant conditions, it was the consensus of the <br />Council that the issue be tabled for one week to allow sufficient time for staff and <br />Elk River Landfill to review the grant conditions. <br /> <br />COUNCILMEMBER SCHEEL MOVED TO TABLE ANY ACTION ON THIS ISSUE UNTIL THE <br />JULY 25, 1994, CITY COUNCIL MEETING. COUNCILMEMBER DIETZ SECONDED THE <br />MOTION. THE MOTION CARRIED 4-0. <br /> <br />5.4. Consider Resolution for Advance Encumberance of State Aid Funds for School <br />Street Proiect <br /> <br />City Engineer Terry Maurer indicated that it is the City's intent to utilize MSA <br />funding to the maximum extent possible for the current project underway on <br />School Street and the Trunk Highway 169 improvements. Terry Maurer requested <br />that the Council consider adopting an advance encumberance resolution which <br />would allow future years allotments for the current year project. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO ADOPT RESOLUTION 94-77, A RESOLUTION <br />FOR ADVANCE ENCUMBERANCE OF MSA FUNDS. COUNCILMEMBER DIETZ <br />SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />e <br /> <br />5.6. <br /> <br />Consider Approval of Consultina Services to rewrite Fire Relief Association By-laws <br /> <br />Finance Director Lori Johnson indicated that the Fire Department Compensation <br />Task Force has been reviewing the compensation package paid to the <br />firefighters. She stated that in order to change from a defined benefit to a <br />defined contribution method of payment, the by-laws must be revised. Lori <br />Johnson stated that the Task Force is recommending that the Council authorize <br />funds for consulting services to assist the Fire Relief Association in updating and <br />revising its by-laws. She stated that the Task Force is recommending Krista Boston <br />be used as a consultant to revise the by-laws. She further informed the Council <br />that Mayor Duitsman has recommended the Council approve up to 100 hours of <br />consulting time at a rate of $60.00 per hour. <br /> <br />COUNCILMEMBER DIETZ MOVED TO APPROVE THE USE OF KRISTA BOSTON AS THE <br />CONSULTING SERVICE TO REVISE THE FIRE DEPARTMENT BY-LAWS AT AN AMOUNT <br />NOT TO EXCEED $6,000. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. <br />THE MOTION CARRIED 4-0. <br /> <br />7.11. Update on Custom Motors Rezoninq <br /> <br />City Planner Steve Ach informed the Council that a meeting was held with <br />Custom Motors, the City A Horney and himself to discuss the options available to <br />Custom Motors. He indicated that Custom Motors will be meeting with Bill Rubin, <br />Economic Development Coordinator, to discuss its options regarding relocation. <br /> <br />e <br />
