He indicated that one of the main concems during <br />preliminary plat approval relates to the Outlot A, which is proposed to be a <br />landscaped center island at the end of the cul-de-sac. The City Planner stated <br />that the developer has proposed to deed one-ninth undivided interest to each of <br />the nine lots in the plat. <br /> <br />Councilmember Holmgren questioned whether a landscape plan for the cul-de- <br />sac has been provided. Steve Ach indicated that a concept plan has been <br />provided, however, it will need to be finalized. He suggested adding number <br />eleven to Exhibit B of the Resolution approving the final plat. Condition 11 would <br />state the following: "The landscape plan for Outlot A must be submitted for staff <br />approval and completed within twelve months from the date of filing the plat." <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO ADOPT RESOLUTION 94-72, A RESOLUTION <br />APPROVING FINAL PLAT OF HERITAGE LANDING 2ND ADDITION, WITH THE ADDITION <br />OF ITEM 11 PERTAINING TO A LANDSCAPING PLAN FOR OUTLOT A. <br />COUNCILMEMBER DIETZ SECONDED THE MOTION. He stated he was the court appointed <br />representative of Lake Orono Estates apartments. He questioned whether the <br />City could provide some type of grant or assistance for the remodeling of the <br />apartments. The City Council suggested that Mr. Soderberg contact Bill Rubin, <br />the Economic Development Coordinator. <br /> <br />7.7. <br /> <br />Update on employee health insurance <br /> <br />Finance Director Lori Johnson informed the Council that the City's current health <br />coverage contract through HealthPartners has indicated that the City's <br />insurance rates will increase 36% on August 1, 1994. She indicated that the <br />increase as premiums to $215.93 for single coverage and $683.64 for family <br />coverage. Those employees selecting family coverage will see an increase in <br />insurance cost from $211.06 per month to $431.52 per month; or an extra $180.58 <br />per month deducted from their paycheck starting July 14. <br /> <br />Lori Johnson provided the Council with preliminary quotes from PEIP, and with a <br />survey on what other communities provide for employee health insurance. She <br />also provided the Council with employee options and employer options. Some of <br />the employer options that were discussed by the Council included <br />implementation of a cafeteria plan, and changing the coverage to a co-pay <br />plan with deductibles. She stated that the contract is being rebid with bids <br />accepted until July 19,1994. <br /> <br />Council member Dietz indicated he would like to see the City change to an 80120 <br />plan. <br /> <br />Mayor Duitsman indicated that he supported the rebidding for a different <br />insurance carrier. <br /> <br />e <br /> <br />Council member Holmgren indicated he would like to postpone taking the <br />increased premium out of the employees' payroll checks in July. <br />
