Consider a oetition for oublic street and drainaae imorovements at Concord <br />Street South of County Road 33 and Resolution orderina a feasibility and settina <br />the oublic hearina <br /> <br />Terry Maurer indicated that 9 of the 13 property owners abutting Concord Street <br />have petitioned for the city to upgrade and take over the road. The petition <br />requests an improvement of Concord Street with a bituminous roadway of 22 feet <br />wide and 2-foot gravel shoulders. <br /> <br />The City Administrator discussed the 429 process and the developments that can <br />occur when not all property owners agree to the improvement. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO ADOPT RESOLUTION 94-25, A RESOLUTION <br />DECLARING THE ADEQUACY OF THE PETITION FOR IMPROVEMENT AND ORDERING <br />THE PRELIMINARY FEASIBILITY REPORT IN THE MATTER OF THE CONCORD STREET <br />IMPROVEMENT OF 1994. COUNCILMEMBER FARBER SECONDED THE MOTION. THE <br />MOTION CARRIED 4-0. <br /> <br />e <br /> <br />8.9. <br /> <br />Discussion on orooosed storm sewer imoact fee <br /> <br />Pat Klaers, City Administrator, indicated that the City Engineer has researched <br />various metropolitan communities to determine how they deal with storm sewer <br />charges for improvements off of a project site. Four of the cities researched <br />charge impact fees. <br /> <br />Councilmember Holmgren suggested putting the fee on the property taxes. <br />Council member Farber indicated his concern regarding the high costs the <br />developers have to pay up front. The City Administrator indicated that the <br />impact fee would be less expensive than assessments for the developers. Per <br />City Council request, the City Engineer indicated he would notify the developers <br />to discuss the proposal with them. <br /> <br />8.10. Qoen Meetina Law uodate <br /> <br />Peter Beck indicated that it would be more appropriate to update the Council <br />on this law at the end of the legislative session as there is proposed legislation on <br />this issue. <br /> <br />e <br />
