City Council Minutes February 28, 1994 Page 4 e 7.3. Consider City initiated rezoninq and comprehensive land use plan chanqe for a portion of Orono Park The City Administrator explained that a majority of Orono Park is zoned residential, however, a small portion in the northwest corner is zoned R4 (multi-family residential). He indicated that staff is requesting the Council to consider rezoning the R4 zone to be consistent with the zoning of the remainder of Orono Park. Discussion was held regarding the land designation terms of "P" for "Parks" or "OS" for "Open Space." It was the consensus of the Council to request the City Planner to further research the use of these terms to determine which would be more appropriate. This will be reviewed during the Comprehensive Plan update later in the year. COUNCILMEMBER DIETZ MOVED TO INITIATE THE REZONING PROCESS FOR A PORTION OF ORONO PARK FROM R-4 TO R-1C. COUNCILMEMBER FARBER SECONDED THE MOTION. THE MOTION CARRIED 4-0. 7.6. Consider request for certificate of correction for plat of Hillside Estates First Addition e COUNCILMEMBER HOLMGREN MOVED TO APPROVE THE CERTIFICATE OF CORRECTION TO THE PLAT OF U1LLSIDE ESTATES. COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION CARRIED 4-0. 7.7. Consider SCORE request The City Administrator explained that Sherburne County has received approximately $90,000 of SCORE Funds to be distributed to public and private organizations for the purpose of waste reduction, recycling, and yard waste composting projects. He indicated that Planning Assistant Gary Schmitz is working on a proposal which requests funding for a variety of programs as outlined in his memo. COUNCILMEMBER FARBER MOVED TO AUTHORIZE THE PLANNING ASSISTANT TO SUBMIT THE PROPOSAL TO THE COUNTY FOR USE OF SCORE FUNDS. COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION CARRIED 4-0. 8. Other Business There was no other business. 9. Staff Updates The City Administrator indicated that the Park and Recreation Commission has requested a joint meeting with the City Council. It was the consensus of the Council to meet on April 25 with the Park and Recreation Commission. e The City Administrator informed the Council that Phil Hals will be resubmitting the ISTEA Grant for improvements to the railroad trail.
