Planning Commission Rules and Procedures <br /> <br />Chair Tveite reviewed the Planning Commission Rules and Procedures. He <br />indicated that new sections which have been added since last year are <br />underlined. <br /> <br />It was the consensus of the City Council to accept the Rules and Procedures for <br />the Planning Commission. <br /> <br />6.4. Review of Capital Improvement Proqram <br /> <br />Chair Tveite stated that the Planning Commission has indicated that it would like <br />to participate in the review of the Capital Improvement Program. Mayor <br />Duitsman explained that although the Council meets at least twice a year to <br />discuss City Capital Improvements, there is no formal document for the Capital <br />Improvement Program. He stated that minutes are available from these <br />meetings for review by the Planning Commission. <br /> <br />7.4. <br /> <br />Siqn Request by Ken Beaudrv <br /> <br />e <br /> <br />City Planner steven Ach indicated that Ken Beaudry has requested to construct a <br />sign within the 6th Street right-of-way. Mr. Beaudry has recently opened the <br />Beaudry Express Convenience Store and Gas Station at the corner of Proctor <br />A venue and Highway 10. Mr. Beaudry has requested to place a sign within the <br />6th Street right-of-way. The City Council recently made a motion to begin <br />proceedings to sell this property to Mr. Beaudry. <br /> <br />Mr. Beaudry's request is to place a sign on the property prior to the Council <br />acting on the vacation request of 6th Street. <br /> <br />COUNCllMEMBER FARBER MOVED TO APPROVE THE REQUEST FROM KEN BEAUDRY <br />TO CONSTRUCT A SIGN WITHIN THE 6TH STREET RIGHT-Of-WAY PRIOR TO THE <br />VACATION REQUEST BEING ACTED UPON BY THE CITY COUNCil WITH THE <br />FOllOWING STIPULATIONS: <br /> <br />1. IF THE VACATION REQUEST IS DENIED BY THE CITY COUNCil, THE SIGN SHAll <br />BE REMOVED WITHIN A 7 DAY PERIOD FROM THE DATE OF COUNCil ACTION. <br /> <br />2. A SIGN PERMIT BE OBTAINED PRIOR TO CONSTRUCTING THE SIGN. <br /> <br />COUNCllMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />7.1. <br /> <br />Consider Resolution approvinqpreliminarv plat for Elk Park Center/Public Hearinq <br /> <br />e <br /> <br />City Planner Steven Ach reviewed the major changes in the Elk Park Center Plat <br />that have occurred since the Council last reviewed the plat. These changes are <br />as follows: <br />· Reconfiguring the three lots at the north end of the plat to accommodate <br />a change in tenants and accommodate the driveway accessing those <br />lots. <br />
