City Council Minutes February 7,1994 Page 3 e 6.1. Planninq Commission Goals for 1994 Chair Dan Tveite summarized the following goals set by the Planning Commission for 1994: · Complete the update of the comprehensive plan. · Continue to improve public communication. · Complete the ordinance reviews for Firearms, Home Occupations, and Zoning (particularly considering expanded use listed for C-3. C-2 and Industrial) . · Review and comment on the transportation study. · Continue to visit neighboring planning commissions. · Organize an area planning conference in May. · Continue to promote training (send 2 commissioners to the National Conference in April; 3 commissioners to the State Conference next fall, and other opportunities as can be arranged). · Meet once with the Mayor and City Council in a workshop format independent of other City business. Chairman Tveite stated that the most important 1994 goal of the Planning Commission is to update the comprehensive plan. 6.2. Update of Comprehensive Plan e Commissioner Minton reviewed the suggested process for updating the Comprehensive Plan. He emphasized that it is a goal of the Planning Commission to minimize the use of outside consultants. Mayor Duitsman requested that the Council have the opportunity to review and approve all hiring of consultants. Discussion was held regarding the establishing of a steering committee. Commissioner Minton stated that the estimated timeframe for completion is one year. Mayor Duitsman expressed his concern that the Council is very interested in this issue and would like to be involved. Discussion was held regarding the degree of council involvement. Mayor Duitsman indicated that the Council would prefer to be involved at the beginning of the process. City Planner Steven Ach indicated that the 12 month timeframe was very ambitious and suggested that a 18 month timeframe might be more realistic. Mayor Duitsman concurred with the City Planner. e It was the consensus of the Council to authorize the Planning Commission and Staff to develop a list of questions in relation to the comprehensive plan and tha~ a joint worksession be held between the Council and Planning Commission to discuss the questions and hopefully begin the work on the Comprehensive Plan. It was the feeling that this would provide the Planning Commission with some Council direction regarding its work on the comprehensive plan.
