<br />Elk River City Council Meeting <br />May 8, 1995 <br /> <br />Page 5 <br /> <br />e <br /> <br />Darrell Mack requested permission to advertise for bids to sandblast and seal the <br />exterior of the main building, digester building, and pre-treatment building. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO AUTHORIZE THE WASTEWATER TREATMENT <br />SYSTEM SUPERINTENDENT TO ADVERTISE FOR BIDS TO SANDBLAST AND SEAL THE <br />EXTERIOR OF THE MAIN BUILDING, DIGESTER BUILDING, AND PRE-TREATMENT <br />BUILDING. COUNCILMEMBER DIETZ SECONDED THE MOTtON. THE MOTION CARRIED <br />5-0. <br /> <br />The Council thanked the Wastewater Treatment System Superintendent for <br />reviewing the 1994 Annual Report. <br /> <br />6.2. Police Deoartment 1994 Annual Reoort <br /> <br />Police Chief Tom Zerwas presented the 1994 Police Department Annual Report. <br />The Police Chief reviewed several sections of the Annual Report including calls for <br />service, arrests, and Part I and Part /I crimes. He reviewed the rate of increase <br />from 1993 to 1994 in these areas. The Police Chief informed the Council that the <br />Police Reserves offered 4,000 hours of volunteer time for the city in 1994. He <br />further stated that there has been a decrease in the number of Police Reserves in <br />1994 from previous years. He then informed the Council that staff has been <br />researching the possibility of offering an incentive to Reserves in order to keep <br />them on staff for an increased length of time. <br /> <br />e <br /> <br />Discussion was held regarding the COPS Fast Program offered through the Clinton <br />Crime bill which allows cities a maximum of $75,000 in a three year time period to <br />be used for the hiring of an additional police officer. The Police Chief requested <br />permission from the Council to proceed with the next step in the hiring process in <br />order to hire a patrol officer under the Clinton Crime bill. <br /> <br />COUNCILMEMBER SCHEEL MOVED TO AUTHORIZE THE CHIEF OF POLICE TO PROCEED <br />WITH THE NEXT STEP IN THE HIRING PROCESS fOR A PATROL OFFICER WHICH WILL BE <br />FUNDED UNDER THE CLINTON CRIME BILL. COUNCILMEMBER FARBER SECONDED THE <br />MOTION. THE MOTION CARRIED 5-0. <br /> <br />The Police Chief reviewed some of the programs which were being offered <br />through the police department. He further informed the Council that the pOlice <br />department, in conjunction with Sherburne County, received a Safe and Sober <br />Grant. He indicated that there is an opportunity to apply for this grant again in <br />1996 and requested Council permisSion to do so. <br /> <br />COUNCILMEMBER FARBER MOVED TO AUTHORIZE THE POLICE CHIEF TO APPLY FOR A <br />SAfE AND SOBER GRANT IN 1996. COUNCILMEMBER HOLMGREN SECONDED THE <br />MOTION. THE MOTION CARRIED 5-0. <br /> <br />The Council thanked the Police Chief for presenting the 1994 Annual Report. <br /> <br />9. <br /> <br />Staff Updates <br /> <br />e <br /> <br />The City Administrator informed the City Council that the city, in conjunction with <br />MnDOT, completed several plantings along Upland Avenue, Xenia Avenue, and <br />UPA Drive. He indicated that the Street Superintendent worked together with <br />
