Steve Rohlf indicated that County Road 21 <br />would be used as the haul route as opposed to County Road 33. <br /> <br />COUNCILMEMBER SCHEEL MOVED TO RECOMMEND TO MPCA, ALlIANT <br />TECHSYSTEMS, AND THE MINNESOTA DEPARTMENT OF TRANSPORTATION <br />HAZARDOUS MATERIALS DIVISION, THE RECOMMENDATION AS STATED IN THE MEMO <br />TO THE MAYOR AND CITY COUNCIL FROM STEVE ROHLF, BUILDING AND ZONING <br />ADMINISTRATOR DATED MAY 8, 1995. COUNCILMEMBER HOLMGREN SECONDED <br />THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />5.4. lee Arena lJodat~ <br /> <br />City Administrator Pat Klaers informed the Council that although the financing for <br />the ice arena project has not been finalized. the city will be advertising for bids <br />on May 15 for the pre-cast concrete and steel components of the project. He <br />further stated that until the city receives the bids they will not know the exact <br />shortage of funds for the project. He further indicated that there is no financial <br />risk to the city at this point. <br /> <br />5.7. Consider Increasing Percentage of Exoenditures Required of Charitable <br />GamblinQ Oraanizations to be Spent in the City's Trade Area <br /> <br />e The City Clerk informed the Council that according to state law a statutory city <br />may require a licensed organization conducting lawful gambling within its <br />juriSdiction to expend all or a portion of its expenditures within the city's trade <br />area. She further indicated that the city's current ordinance requires gambling <br />organizations to spend 75 percent of the expenditure within the city's trade area. <br />Discussion was held by the Council regarding the possibility of increasing the 75 <br />percent amount. The City Clerk informed the Council that she has spoken to <br />three of the gambling organizations who have indicated that they would be <br />opposed to the increase. <br /> <br />It was the consensus of the Council to authorize staff to contact the lawful <br />gambling organizations operating within the City of Elk River and inform them to <br />discuss this issue. The Council requested the City Attorney to research the <br />possibility of an ordinance amendment which would restrict outside organizations <br />from operating within the City of Elk River. <br /> <br />COUNCILMEMBER SCHEEL MOVED TO CONTINUE THIS ITEM. COUNCILMEMBER <br />HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />5.8. <br /> <br />Reauest for Pull Tab license <br /> <br />e <br /> <br />The City Clerk informed the Council that she has received a request by Lake <br />Region HOckey Association to operate pull tabs at J. Cousineau's restaurant. She <br />indicated that she has informed the applicant that the request would not be <br />considered at least until a building permit has been pulled for the restaurant. <br /> <br />5.9. <br /> <br />Consider 1996 Clerical Clothina Allowance Policv <br />
