It was <br />indicated that the City Council Contingency Fund could be used for this purpose. <br />Councilmember Holmgren suggested that part of the funding come from the <br />Conferences and Schools budget. Councilmember Farber suggested looking at <br />other alternatives and stated he would prefer that the entire amount did not <br />come from the City Council Contingency Fund. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO PROCEED WITH THE TRAINING SERVICES <br />OFFERED BY TRAINING NETWORKS, INC., AND REQUESTED STAFF TO RESEARCH <br />FUNDING SOURCES FOR THIS PROGRAM. COUNCILMEMBER FARBER SECONDED THE <br />MOTION. <br /> <br />Councilmember Dietz indicated that the city staff should try to solve the problems <br />that have been identified in the Needs Assessment Report by themselves before <br />contracting for outside help. He further stated that the program will cost $12,468, <br />plus the cost of the employees time while going through the program. <br /> <br />Councilmember Scheel indicated that she concurred with Councilmember Dietz. <br /> <br />Council member Holmgren stated that he feels this is an excellent way to have <br />staff deal with the stress caused by the rapid growth of the City of Elk River. <br /> <br />Councilmember Farber feels that this would be a benefit for all employees and <br />to the city. <br /> <br />e <br /> <br />MOTION FAILED 2-2-1. Councilmembers Dietz and Scheel opposed; Mayor <br />Duitsman abstained. <br /> <br />5.2. Consider a Reauest for Tax Increment Financina Assistance from Neos, Inc., 12797 <br />Meadowvale Road <br /> <br />Economic Development Coordinator Bill Rubin indicated that Mr. Jack Mowry of <br />Neos, Inc., has requested tax increment financing assistance in the amount of <br />$80,000 to construct a 16,000 square foot facility on two vacant lots in the <br />McChesney Industrial Park. He stated that Neos would occupy approximately <br />3,600 square feet of the space and additional space would be available for long <br />term lease to small industrial companies. He further indicated that the land and <br />building would have a finished market value of approximately $550,000. <br /> <br />Bill Rubin explained that the City Council is required to hold a public hearing to <br />consider a TIF Plan and TIF District to support the Neos, Inc., expansion. <br /> <br />COUNCILMEMBER SCHEEL MOVED TO SCHEDULE A PUBLIC HEARING FOR JUNE 19, <br />1995, TO CONSIDER A TAX INCREMENT FINANCING PLAN FOR TAX INCREMENT <br />FINANCING DISTRICT NO. 12. COUNCILMEMBER HOLMGREN SECONDED THE <br />MOTION. THE MOTION CARRIED 5-0. <br /> <br />5.3. <br /> <br />Alliant Techsvstems Prooosal to Dismantle Military Exolosive Proiectiles <br /> <br />e <br /> <br />Building and Zoning Administrator Steve Rohlf informed the City Council that <br />Alliant T echsystems has applied to the Minnesota Pollution Control Agency for a <br />permit to dismantle 8 inch military explosive projectiles. Steve Rohlf reviewed the <br />concerns of staff regarding this proposal which include ground water, haul routes, <br />
