<br />Elk River City Council Minutes <br />April 17, 1995 <br /> <br />Page 4 <br /> <br />e <br /> <br />7.2 City of ~Ik River Code Amendment, Public Hearinq, Case No. OA95-04 <br /> <br />City Planner Steve Ach is requesting an ordinance amendment, which would add <br />a definition for a recycling processing center and redefine the existing definition <br />of junk yard. <br /> <br />Mayor Duitsman opened the public hearing. There being no one for or against <br />the matter, Mayor Duitsman closed the public hearing. <br /> <br />Planning Commission Representative James Tachney stated that the Planning <br />Commission recommended approval. <br /> <br />COUNCILMEMBER DIETZ MOVED TO ADOPT ORDINANCE 95-9, AN ORDINANCE <br />AMENDING SECTIONS 900.08 AND 900.12 OF THE CITY OF ELK RIVER CODe OF <br />ORDINANCES RELATING TO RECYCLING PROCESSING CENTERS AND JUNK YARD. <br />COUNCILMEMBER FARBER SECONDED THE MOTION. MOTION CARRIED 5-0. <br /> <br />7.6 <br /> <br />Comorehensive Plan Uodate <br /> <br />e <br /> <br />Robert Minton, Steering Committee Chairman. reported on the progress of the <br />Steering Committee whose purpose is to update the City's Comprehensive Plan. <br />He informed the Council that there has been a large amount of public <br />participation and concem. He stated that so far the Steering Committee has <br />dealt with two of the major issues, one of which is "how far to extend sewer and <br />water in the southeast part of the city" and the other is lithe location of a <br />transportation corridor in the northern part of the city". <br /> <br />Mayor Duitsman brought up the issues of minimum lot size in the urban sewer and <br />water district and the development of a parking ordinance for the downtown <br />area. <br /> <br />Bob Minton indicated that the Steering Committee will be dealing with minimum <br />lot size and that the Downtown Committee will be meeting to discuss the parking <br />in the downtown area. He further indicated that the Downtown Committee <br />would pass on its recommendation when they are finished with the study. <br /> <br />7.7 Planninq Deoartment Annual Reoort <br /> <br />Steve Ach, City Planner, presented the 1994 Planning Department Annual Report. <br /> <br />Discussion took place regarding developers not attending the Concept Review <br />Meetings. Councilmember Farber indicated that he felt the developers should <br />be in attendance at the Concept Review meetings. Councilmember Scheel <br />indicated she concurred with Councilmember Farber. <br /> <br />The City Council thanked Steve Ach for the 1994 Annual Report presentation. <br /> <br />e <br />
