Elk River City Council Minutes April 17, 1995 Page 3 e Mayor Duitsman indicated he supports training for City employees, but indicated the City does have some budget constraints and that the City may have to prioritize the implementation of the training program. Councilmember Holmgren stated he supports the project however, he concurred with Mayor Duitsman regarding the City's budget constraints. Councilmember Holmgren further stated that he is interested in getting started in the training process. Mayor Duitsman suggested that staff and Sandra Bower review the proposal and make a recommendation to the City Council regarding the implementation of the proposal, keeping in mind the budget constraints of the City. 6. Open Mike No one appeared for this item. 7.1 Northern Con-Aaa Reauest For Conditional Use Permit Public Hearina, Case No. CU95-04 Building and Zoning Administrator Steve Rohlf stated that Northern Con-Agg is requesting an update of a conditional use permit for mineral excavation on a approximate 140 acre site, lying west of Highway 169 and North of County Road 77. e Mayor Duitsman opened the public hearing. James Tacheny stated that the Planning Commission heard many public concerns regarding the request and felt that the public concerns of the neighbors have been addressed. He further stated that the Planning Commission recommended approval of the conditional use permit. There being no comments from the public, Mayor Duitsman closed the public hearing. Councilmember Farber indicated his concern regarding security, screening and berming around Highway 169 as he indicated this is a dangerous area for four wheelers and dirt bikes. Bob Bieraugel of Northern Con-Aggindicated his concern regarding the hours of operation in the conditional use permit. He stated that occasionally there are jobs that require hours of operation longer than the 7:00 a.m. to 7:00 p.m. time period as required in the conditional use permit. It was the consensus of the Council to review this issue and bring it back for Council decision at a later date. e COUNCILMEMBER SCHEEL MOVED TO CONTINUE THIS ISSUE UNTIL THE MAY 15, 1995, CITY COUNCIL MEETING AT 7:00 P.M. TO ALLOW STAfF AMPLE TIME TO PROPOSE A REVISED CONDITION REGARDING THE HOURS OF OPERATION AND FURTHER TO ALLOW NORTHERN CON-AGG 1'0 OPERATE UNDER ITS CURRENT LICENSE. UNTIL THE MAY 15 MEETING. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. MOTION CARRIED 5-0.
