<br />Elk River City Council Minutes <br />April 17, 1995 <br /> <br />Page 3 <br /> <br />e <br /> <br />Mayor Duitsman indicated he supports training for City employees, but indicated <br />the City does have some budget constraints and that the City may have to <br />prioritize the implementation of the training program. <br /> <br />Councilmember Holmgren stated he supports the project however, he <br />concurred with Mayor Duitsman regarding the City's budget constraints. <br />Councilmember Holmgren further stated that he is interested in getting started in <br />the training process. <br /> <br />Mayor Duitsman suggested that staff and Sandra Bower review the proposal and <br />make a recommendation to the City Council regarding the implementation of <br />the proposal, keeping in mind the budget constraints of the City. <br /> <br />6. Open Mike <br /> <br />No one appeared for this item. <br /> <br />7.1 Northern Con-Aaa Reauest For Conditional Use Permit Public Hearina, <br />Case No. CU95-04 <br /> <br />Building and Zoning Administrator Steve Rohlf stated that Northern Con-Agg is <br />requesting an update of a conditional use permit for mineral excavation on a <br />approximate 140 acre site, lying west of Highway 169 and North of County Road <br />77. <br /> <br />e <br /> <br />Mayor Duitsman opened the public hearing. <br /> <br />James Tacheny stated that the Planning Commission heard many public <br />concerns regarding the request and felt that the public concerns of the <br />neighbors have been addressed. He further stated that the Planning Commission <br />recommended approval of the conditional use permit. <br /> <br />There being no comments from the public, Mayor Duitsman closed the public <br />hearing. <br /> <br />Councilmember Farber indicated his concern regarding security, screening and <br />berming around Highway 169 as he indicated this is a dangerous area for four <br />wheelers and dirt bikes. <br /> <br />Bob Bieraugel of Northern Con-Aggindicated his concern regarding the hours of <br />operation in the conditional use permit. He stated that occasionally there are <br />jobs that require hours of operation longer than the 7:00 a.m. to 7:00 p.m. time <br />period as required in the conditional use permit. It was the consensus of the <br />Council to review this issue and bring it back for Council decision at a later date. <br /> <br />e <br /> <br />COUNCILMEMBER SCHEEL MOVED TO CONTINUE THIS ISSUE UNTIL THE MAY 15, 1995, <br />CITY COUNCIL MEETING AT 7:00 P.M. TO ALLOW STAfF AMPLE TIME TO PROPOSE A <br />REVISED CONDITION REGARDING THE HOURS OF OPERATION AND FURTHER TO <br />ALLOW NORTHERN CON-AGG 1'0 OPERATE UNDER ITS CURRENT LICENSE. UNTIL THE <br />MAY 15 MEETING. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. <br />MOTION CARRIED 5-0. <br />
