<br />. <br /> <br />. <br /> <br />. <br /> <br />December, 1993 <br /> <br />"", <br /> <br />CITY OF ELK RIVER <br />POLICE DEPARTMENT <br />WAGE INCENTIVE PROGRAM (WIP) <br /> <br />The Elk River Police Officers are members of a Police Union. The Elk <br />River Police Officers are represented by the Minnesota Teamsters Public <br />and Law Enforcement Employees Union Local #320. <br /> <br />In 1991, during negotiations for the 1991-92 Police Union Contract, <br />extensive discussion took place over the issue of longevity. Longevity is a <br />program that is in many metropolitan municipal police union contracts and <br />is a program where officers are provided additional wages based on the <br />length of service with the City. After lengthy negotiations, the 1991-92 <br />Police Contract between the City and the Union was settled without <br />including any longevity program or benefits. During the negotiations, the <br />City indicated its interest in establishing a committee to review additional <br />police officer wage incentives above and beyond the typical wage plan. <br /> <br />The City believed that it was inappropriate to award Police Officers <br />additional wages based solely on years of service. Instead, the City <br />indicated it would consider an alternative program that provided additional <br />wage compensation above the annual pay increases. The goal of the WIP <br />is to help encourage a healthy, well-rounded work force through the non- <br />use of tobacco (wellness), participation community service, a physical <br />fitness program, an education program, and through a skills evaluation <br />program. This type of program benefits the employees, the employer, and <br />the community as a whole. The City felt that additional wage incentives <br />based on a program of this type was more relevant than paying straight <br />longevity. <br /> <br />The WIP is a voluntary plan and is open to all full-time Police Officers <br />excluding the Chief of Police. The components of the program are <br />summarized in the following pages. The program has been approved by <br />the City Council. <br />
