<br />Elk River City Council Minutes <br />December 13. 1999 <br /> <br />Page 3 <br /> <br />5.4. <br /> <br />Consider Revisions to Police Officer Waae Incentive Proaram <br /> <br />e <br /> <br />Councilmember Dietz noted he was a member of the original Wage Incentive <br />Program (WIP) Committee. He explained that the WIP Committee is <br />recommending revisions to the WIP for the police officers. He noted that the <br />physical standards for the program have been set too high for a majority of the <br />police officers to attain. He explained that the WIP Committee is recommending <br />to lower the standards for passing from the 70 percentile to the 60 percentile, and <br />also that the skills test be taken only once per year. <br /> <br />COUNCILMEMBER FARBER MOVED TO APPROVE THE REVISIONS TO THE WAGE <br />INCENTIVE PROGRAM TO ALLOW FOR THE SKILLS TEST TO BE TAKEN ONLY ONCE PER <br />YEAR, CHANGING THE PHYSICAL FITNESS PASSING PERCENTILE TO 60 PERCENT AND <br />THE APPROPRIATE LANGUAGE CHANGES TO MAKE THE PROGRAM MORE EFFICIENT <br />TO ADMINISTER PER RECOMMENDATION FROM THE FINANCE DIRECTOR. <br />COUNCILMEMBER THOMPSON SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />5.5. Consider Resolution Orderina Feasibilitv Study for Western Area Phase IV <br /> <br />City Engineer Terry Maurer indicated that the City Council recently accepted a <br />petition from Stewart Wilson for the extension of sanitary sewer, water main, storm <br />sewer, and streets to service his property lying west of the Sherburne County <br />Government Center and abutting Trunk Highway 10. <br /> <br />e <br /> <br />COUNCILMEMBER DIETZ MOVED TO ADOPT RESOLUTION 99-96 ORDERING A <br />PRELIMINARY FEASIBILITY REPORT IN THE MATTER OF THE WESTERN AREA PHASE IV <br />IMPROVEMENT OF 1999. COUNCILMEMBER THOMPSON SECONDED THE MOTION. <br />THE MOTION CARRIED 5-0. <br /> <br />5.6. <br /> <br />Update on MnDOT Aareement/l01 Bridge Replacement <br /> <br />City Engineer Terry Maurer updated the City Council on MnDOT's proposed project <br />to reconstruct the northbound bridge across the Mississippi River on Trunk Highway <br />101. He noted that it is anticipated that this project will begin some time in late <br />2001 and continue to the end of 2002. Discussion was held regarding the impact <br />this project will have on the traffic driving through the city of Elk River. Terry Maurer <br />noted that traffic will more than likely use the Otsego bridge during the time the <br />101 bridge is under construction. Terry Maurer suggested to MnDOT that some <br />improvem nts be made to the intersection of Main Street where it connects with <br />the Otseg bridge. It was the consensus of the council to authorize the City <br />Engineer t continue working with MnDOT regarding the proposed improvement to <br />the Highw y 101 bridge and for possible improvements to the area of Main Street <br />Highway 1 ,and the Otsego bridge. <br /> <br /> <br />5.7. <br /> <br />City Engin er Terry Maurer briefly updated the City Council on several projects that <br />are taking lace in the city of Elk River. The City Administrator distributed a letter to <br />the Sherbu ne County Engineer from the City Engineer regarding County Road 1 <br />signalizatio at School Street and County Road 77. <br /> <br />e <br />
