He explained that presently the <br />students are using the parking lot adjacent to Oak Knoll baseball fields and when <br />they cross Proctor Avenue (County Road 1) they are crossing in the middle of the <br />street and not using the approved crosswalk. He noted that this is an unsafe <br />situation that the school district wishes to correct. He further noted that it is the <br />school district's intent to close their parking lot adjacent to the Oak Knoll baseball <br />fields. <br /> <br />COUNCILMEMBER FARBER MOVED TO APPROVE THE REQUEST BY THE SCHOOL <br />DISTRICT FOR A TEMPORARY PARKING AREA WITH THE FOLLOWING CONDITIONS: <br /> <br />1. THE PARKING LOT WILL BE USED UNTIL JUNE 15, 2000, UNDER THIS APPROVAL. <br />2. THE AREA WILL BE RESTORED OR A MORE PERMANENT SOLUTION (CLASS 5 OR <br />ASPHALT) WILL BE CONSTRUCTED PRIOR TO THE BEGINNING OF THE 2000 <br />SCHOOL YEAR. <br /> <br />MAYOR KLINZING SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />5.1-5.3. Budaet Tax Lew, and Pay Plan <br /> <br />The City Administrator noted that in September the City Council approved a <br />proposed maximum tax levy for 2000 in the amount of $3,995,469. He also noted <br />that the final draft 2000 budget is proposed in the amount of $5,862,500. He <br />explained that the City Council held its Truth in Taxation publiC hearing on <br />December 6, 1999, and that no citizens or property owners addressed the City <br />Council during this public hearing. The City Administrator also noted that staff is <br />requesting the council to consider the attached pay resolution for the upcoming <br />year. <br /> <br />5.1. <br /> <br />Consider Resolution Aoprovina 2000 General Fund Budaet <br /> <br />COUNCILMEMBER FARBER MOVED TO ADOPT RESOLUTION 99-93 APPROVING THE <br />2000 MUNICIPAL GENERAL FUND BUDGET IN THE AMOUNT OF $5,862,500. <br />COUNCILMEMBER MOTlN SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />5.2. Consider Resolution Authorizina the 1999 Property Tax Lew for Collection in 2000 <br /> <br />COUNCILMEMBER THOMPSON MOVED TO ADOPT RESOLUTION 99-94 AUTHORIZING <br />THE 1999 PROPERTY TAX LEVY FOR COLLECTION IN 2000. COUNCILMEMBER DIETZ <br />SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />5.3. Consider 2000 Pay Resolution <br /> <br />COUNCILMEMBER FARBER MOVED TO ADOPT THE 2000 PAY RESOLUTION FOR NON <br />ORGANIZED EMPLOYEES. COUNCILMEMBER THOMPSON SECONDED THE MOTION. <br />THE MOTION CARRIED 5-0. <br /> <br />COUNCILMEMBER DIETZ MOVED TO ALLOW THE POLICE UNION OFFICERS TO RETAIL <br />MEDICA DENTAL INSURANCE FOR 2000. COUNCILMEMBER MOTIN SECONDED THE <br />MOTION. THE MOTION CARRIED 5-0. <br />
