<br />Public Information/Involvement Work Plan-IOI28/99 <br /> <br />. <br /> <br />Public Involvement: Stratesdes and Tactics <br />All strategies and tactics in this section support one or more of the Public Involvement <br />Goals. See asterisks for more details. <br /> <br />1. Gauge perceptions and attitudes of local citizens concerning the <br />Northstar Corridor and commuter rail project. * <br />*This strategy and subsequent tactics support the Public Involvement Goal: Involve <br />local communities in the NCDA ' s planning processes. Due to the nature of the <br />project, it will be necessary to make clear the role of the public's influence. <br /> <br />. <br /> <br />· Determine Scope of Citizen Influence-It is critical that the NCDA first <br />determine the manner of how local citizens and groups will be involved and how <br />to get timely response to the design team. <br />,/ Other transit planners have found that their "residents are not satisfied that their <br />input has helped shape plans," and "residents are frustrated that they have been <br />allowed to envision Grand Central Station when cost limitations permit little <br />more than a glorified bus shelter." <br />· Survey Northstar Corridor Residents*-Residents of Anoka, Benton, <br />Hennepin, Sherburne, Stearns and Wright counties were polled in August 1999 <br />via telephone. <br />,/ Share survey findings with Project Management Team; NCDA Board; <br />legislators; and design team. <br />· Public Meetings-Publicize scoping and station area planning meetings. <br />,/ To publicize three scoping meetings: 1) Place Notice of Intent in Federal <br />Register; 2) Prepare Scoping Booklet and distribute 15 days in advance of <br />meeting to NCDA mailing list and EQB distribution list; 3) Place notice in EQB <br />Monitor; 4) Distribute media alert to print and broadcast outlets along the <br />corridor and in the Twin Cities. <br />,/ For station area planning meetings: 1) Distribute media alerts to print and <br />broadcast outlets along the corridor; 2) Make follow-up calls to local media in <br />advance of each meeting; 3) Distribute one-page flier to community centers and <br />other public gathering places; 4) Distribute public notice as required; 5) Partner <br />with entities-such as a city councilor chamber--on mailings when applicable. <br />,/ Planning and coordinating for 12-14 station area planning meetings. <br />,/ Allow time for question-and-answer session at each meeting. <br />,/ Review court reporter minutes to determine if follow-up action is required. <br />,/ Maintain sign-in sheets at public meetings and inquire as to whether attendees <br />would like to be added to the NCDA's core distribution list. <br />,/ Solicit additional public feedback via response cards distributed at public <br />meetings. <br />,/ Forward public comments to Project Management team and other individuals as <br />appropriate. <br />· Speaking Opportunities-Offer presentations by NCDA spokespeople to <br />targeted groups, such as chambers and rotaries. <br />,/ NCDA spokespeople could incorporate PowerPoint presentation. <br />,/ NCDA spokespeople should distribute sign-in sheet and request feedback. <br /> <br />page 10 of 15 <br /> <br />. <br />
