<br />Investment Study (MIS), dated September 30, 1999, as presented. <br /> <br />8. Ken Stevens reviewed the next steps in the station area planning process. Draft layouts for . <br />station design and draft guidelines for development within }"4 to ~ mile around the stations <br />will be presented to the Technical Advisory Committee (TAC) for review and comments on <br />October 21. Land acquisition for station development will also be discussed at the next TAC <br />meeting. Tools will be presented that demonstrate how communities can effectively acquire <br />land without affecting the Environmental Impact Statement process. <br /> <br />It is anticipated that the Station Area Planning Team will begin holding meetings with the <br />communities along the Corridor in early November. More specific information about how <br />the stations will operate will be discussed at the December 2, 1999 NCDA meeting. <br /> <br />9. Tim Yantos, Anoka County, presented an overview of meetings with BNSF officials <br />discussing issues related to the operations of commuter rail on the BNSF mainline. <br /> <br />10. Mary Richardson reviewed the Commuter Principles and NCDA Commuter Rail Guiding <br />Principles. Currently the attorneys are analyzing the tax implications to BNSF relating to the <br />improvements and the allocation of risk and liability, indemnification and insurance. <br /> <br />11. Other issues: <br />Duane Grandy, Benton County Commissioner, reported that the Benton County Board <br />approved a resolution to support Benton County's share of the funding for the Northstar <br />Corridor commuter rail project subject to the line continuing to the City of Rice. <br /> <br />Mary Richardson reported on changes in the Joint Powers Agreement. An informational . <br />document showing the changes to the Joint Powers Agreement was handed out. <br /> <br />The St. Cloud City Council passed a resolution asking Benton, Sherburne and Stearns <br />counties to support funding of the Northstar Corridor project. <br /> <br />The City of Coon Rapids unanimously approved a resolution supporting the Northstar <br />Corridor project. <br /> <br />Discussion was held regarding Coordinating members. Janice Rettman, Ramsey County <br />Commissioner, expressed that Ramsey County would like to be reconsidered as a [voting] <br />member of the NCDA. <br /> <br />Members were reminded to sign the Joint Powers Agreement and return it to Mary <br />Richardson, Richardson, Richter and Associates, Inc., by December 2, 1999. <br /> <br />12. The next meeting of the Northstar Corridor Development Authority is scheduled <br />for Thursday, November 4, 1999, at 4:30 p.m. at the Sherburne County Government <br />Center. <br /> <br />13.
