Draft layouts for . station design and draft guidelines for development within }"4 to ~ mile around the stations will be presented to the Technical Advisory Committee (TAC) for review and comments on October 21. Land acquisition for station development will also be discussed at the next TAC meeting. Tools will be presented that demonstrate how communities can effectively acquire land without affecting the Environmental Impact Statement process. It is anticipated that the Station Area Planning Team will begin holding meetings with the communities along the Corridor in early November. More specific information about how the stations will operate will be discussed at the December 2, 1999 NCDA meeting. 9. Tim Yantos, Anoka County, presented an overview of meetings with BNSF officials discussing issues related to the operations of commuter rail on the BNSF mainline. 10. Mary Richardson reviewed the Commuter Principles and NCDA Commuter Rail Guiding Principles. Currently the attorneys are analyzing the tax implications to BNSF relating to the improvements and the allocation of risk and liability, indemnification and insurance. 11. Other issues: Duane Grandy, Benton County Commissioner, reported that the Benton County Board approved a resolution to support Benton County's share of the funding for the Northstar Corridor commuter rail project subject to the line continuing to the City of Rice. Mary Richardson reported on changes in the Joint Powers Agreement. An informational . document showing the changes to the Joint Powers Agreement was handed out. The St. Cloud City Council passed a resolution asking Benton, Sherburne and Stearns counties to support funding of the Northstar Corridor project. The City of Coon Rapids unanimously approved a resolution supporting the Northstar Corridor project. Discussion was held regarding Coordinating members. Janice Rettman, Ramsey County Commissioner, expressed that Ramsey County would like to be reconsidered as a [voting] member of the NCDA. Members were reminded to sign the Joint Powers Agreement and return it to Mary Richardson, Richardson, Richter and Associates, Inc., by December 2, 1999. 12. The next meeting of the Northstar Corridor Development Authority is scheduled for Thursday, November 4, 1999, at 4:30 p.m. at the Sherburne County Government Center. 13.
