<br />.'*NORTHSTAR <br />CORRIDOR <br /> <br />Agenda Item #2f <br /> <br />Memorandum <br /> <br />October 27, 1999 <br /> <br />To: <br /> <br />Northstar Corridor Development Authority <br /> <br />From: <br /> <br />Executive Committee <br /> <br />Subject: <br /> <br />Agreement with Messerli & Kramer P.A. to Perform <br />Government Relations Services <br /> <br />. <br /> <br />As the NCDA seeks funding from the Minnesota Legislature in 2000, it will be necessary <br />to have professional representation to assist the NCDA in its effort. Government <br />representation is a major area of practice and expertise within the law firm of Messerli & <br />Kramer. With a staff of seven full-time government relations experts and five legislative <br />assistants, Messerli & Kramer has been representing their clients at the state capitol for <br />over 25 years. They are prepared to provide the NCDA with administrative and <br />legislative representation in its effort to obtain a financial commitment from the state that <br />will support local contributions and help secure federal funding through TEA-21 <br />legislation. <br /> <br />The Executive Committee has reviewed Messerli & Kramer's qualifications and <br />proposed services and recommends that the NCDA hire the firm to provide <br />governmental affairs representation that will include: <br /> <br />· developing a strategy to maximize potential funding sources; <br />meeting with key decision makers at the Minnesota Department of Transportation, <br />Metropolitan Council, the Legislature, the Governor's Office, and any agency, <br />individual, or entity that may provide funding assistance; <br />· assisting in any manner necessary to secure a financial commitment from the state <br />for the Northstar Corridor; and <br />· closely monitoring all potential funding initiatives. <br /> <br />Messerli & Kramer has agreed to perform these services for a not to exceed cost of <br />$35,000, plus allowable expenses, for a term commencing November 4, 1999 through <br />December 31,2000.
