<br />October 7, 1999

<br />The Northstar Corridor Development Authority met on October 7, 1999, at 4:30 p.m. at the
<br />Sherburne County Government Center, Elk River, Minnesota.
<br />
<br />The following members, alternates and citizens were present:
<br />David Loch, Gerry Donlin, Mary Richards, Gabriel Guevara, Paul McCarron, Steve Billings,
<br />Dave Saunders, Gary Erickson, Jerry Leese, Tom Cruikshank, Art Daniels, Patrick Cairns, Bob

<br />1. Vice Chairperson Donlin called the meeting to order at 4:36 p.m.
<br />
<br />2. The agenda for October 7, 1999 and the meeting minutes of September 2, 1999 were
<br />approved as presented by unanimous consent.
<br />
<br />3. Rick Nau presented information regarding the draft preliminary schedule for completing the
<br />Northstar Corridor MIS/EIS and subsequent engineering design and construction dated
<br />September 30, 1999. No action taken.

<br />4. Tim Yantos reviewed the process to obtain funding for the Northstar Corridor Commuter Rail
<br />Project. No action taken.
<br />
<br />5. Paul McCarron provided an update on the congressional appropriations. Congress has
<br />passed legislation appropriating ten million dollars in Intermodal Transportation Funds for the
<br />Northstar Corridor and three million dollars in New Starts funds for the Twin Cities
<br />Transitways.

<br />6. Jeanne Witzik, BRW, presented information on the EIS Scoping Summary Report and
<br />Scoping Decision Resolution.
<br />
<br />A motion was made by Dave Saunders, seconded by Duane Grandy and carried
<br />unanimously to approve Resolution #99-_ indicating that the alternatives to be carried
<br />forward into the Environmental Impact Statement for the Northstar Corridor Commuter Rail
<br />Project are the No-Build, Transportation Systems Management and the Commuter Rail
<br />Alternatives, which will include the evaluation of 14 station locations, a feeder bus system,
<br />and connection to the Hiawatha Light Rail Transit line at Third Avenue North (said
<br />Resolution on file with Richardson, Richter and Associates).

<br />7. Rick Nau, BRW, Inc., reviewed the recommended evaluation measures for selecting the
<br />Locally Preferred Transportation Investment Strategy (LPTI~) as part of the Phase II
<br />Northstar Corridor Major Investment Study (MIS). .

<br />A motion was made by John Norgren, seconded by Jerry Leese and carried unanimously to
<br />approve the recommended evaluation measures for selecting the Locally Preferred
<br />Transportation Investment Strategy (LPTIS) as part of the Phase II Northstar Corridor Major
<br />
