Elk River City Council Minutes November 15.1999 Page 4 e 7.2. Discussion on 175th Avenue Improvement Proiect and the Hirina of ELS for the Acquisition of Riaht-of-Way City Engineer Terry Maurer stated that staff is requesting authorization to hire Evergreen Land Services to assemble the necessary right-of-way for improvements along 175th Avenue. The city administrator noted that this is a 2001 project and that staff will be discussing the proposed improvements with the council in more detail at a future meeting. COUNCILMEMBER MOTIN MOVED TO HIRE EVERGREEN LAND SERVICES TO INITIATE THE RIGHT-Of-WAY ACQUISITION fOR THE 175TH AVENUE IMPROVEMENTS. COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION CARRIED 4-0. 7.3. Update on East Elk River Sewer/Water and Street/Storm Sewer Proiects City Engineer Terry Maurer updated the council on the sewer and water and street and storm sewer projects taking place in the eastern part of the city. 7.4. HighwaY 169/County Road 33 Temporary Signal- Consider Resolution in Support of Preserving the Right-of-Way e City Engineer Terry Maurer indicated that MnDOT has approved a temporary signal at County Road 33 and Highway 169. Terry noted that because Trunk Highway 169 has been identified as an inter-regional corridor, MnDOT will allow a temporary signal system as an interim safety measure as opposed to a permanent signal. Mayor Klinzing suggested that the city contact MnDOT representatives and request a meeting with them to discuss the effect the inter-regional corridor will have on Highways 169 and lOin the city of Elk River. COUNCILMEMBER DIETZ MOVED TO ADOPT RESOLUTION 99-87 INDICATING THE CITY Of ELK RIVER'S INTENT TO WORK IN PARTNERSHIP WITH MNDOT IN PRESERVING RIGHT- Of-WAY ALONG THE TRUNK HIGHWAY 169 CORRIDOR. COUNCILMEMBER MOTIN SECONDED THE MOTION. THE MOTION CARRIED 4-0. 7.5. Consider Resolution Approvina MnDOT Aareement for Construction of Business Center Drive, Waco Street, and Hiahway 10 Improvements City Engineer Terry Maurer indicated that the initial design on the Western Area Phase IV improvements has begun. He explained that the improvements will extend Business Center Drive to Waco Street, realign Waco Street with Trunk Highway 10, signalize the new intersection, and close the existing Waco Street intersection with Trunk Highway 10 and the Trunk Highway 10 opening at the Sherburne County Government Center. He indicated that the project would also include sanitary sewer, watermain, and storm drainage improvements, plus improvements on the north side of Highway 10. e The city administrator indicated that the city has received a landowner petition for local improvement requesting the extension of Business Center Drive from Sherburne County Government Center to Waco Street with the extension of proper utilities to service the development of this property. The city administrator further stated that the city will begin working on a feasibility study for this project.
