<br />Elk River City Council Minutes <br />November 15.1999 <br /> <br />Page 4 <br /> <br />e <br /> <br />7.2. <br /> <br />Discussion on 175th Avenue Improvement Proiect and the Hirina of ELS for the <br />Acquisition of Riaht-of-Way <br /> <br />City Engineer Terry Maurer stated that staff is requesting authorization to hire <br />Evergreen Land Services to assemble the necessary right-of-way for improvements <br />along 175th Avenue. The city administrator noted that this is a 2001 project and <br />that staff will be discussing the proposed improvements with the council in more <br />detail at a future meeting. <br /> <br />COUNCILMEMBER MOTIN MOVED TO HIRE EVERGREEN LAND SERVICES TO INITIATE <br />THE RIGHT-Of-WAY ACQUISITION fOR THE 175TH AVENUE IMPROVEMENTS. <br />COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />7.3. Update on East Elk River Sewer/Water and Street/Storm Sewer Proiects <br /> <br />City Engineer Terry Maurer updated the council on the sewer and water and street <br />and storm sewer projects taking place in the eastern part of the city. <br /> <br />7.4. <br /> <br />HighwaY 169/County Road 33 Temporary Signal- Consider Resolution in Support of <br />Preserving the Right-of-Way <br /> <br />e <br /> <br />City Engineer Terry Maurer indicated that MnDOT has approved a temporary signal <br />at County Road 33 and Highway 169. Terry noted that because Trunk Highway 169 <br />has been identified as an inter-regional corridor, MnDOT will allow a temporary <br />signal system as an interim safety measure as opposed to a permanent signal. <br />Mayor Klinzing suggested that the city contact MnDOT representatives and request <br />a meeting with them to discuss the effect the inter-regional corridor will have on <br />Highways 169 and lOin the city of Elk River. <br /> <br />COUNCILMEMBER DIETZ MOVED TO ADOPT RESOLUTION 99-87 INDICATING THE CITY <br />Of ELK RIVER'S INTENT TO WORK IN PARTNERSHIP WITH MNDOT IN PRESERVING RIGHT- <br />Of-WAY ALONG THE TRUNK HIGHWAY 169 CORRIDOR. COUNCILMEMBER MOTIN <br />SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />7.5. Consider Resolution Approvina MnDOT Aareement for Construction of Business <br />Center Drive, Waco Street, and Hiahway 10 Improvements <br /> <br />City Engineer Terry Maurer indicated that the initial design on the Western Area <br />Phase IV improvements has begun. He explained that the improvements will <br />extend Business Center Drive to Waco Street, realign Waco Street with Trunk <br />Highway 10, signalize the new intersection, and close the existing Waco Street <br />intersection with Trunk Highway 10 and the Trunk Highway 10 opening at the <br />Sherburne County Government Center. He indicated that the project would also <br />include sanitary sewer, watermain, and storm drainage improvements, plus <br />improvements on the north side of Highway 10. <br /> <br />e <br /> <br />The city administrator indicated that the city has received a landowner petition for <br />local improvement requesting the extension of Business Center Drive from <br />Sherburne County Government Center to Waco Street with the extension of proper <br />utilities to service the development of this property. The city administrator further <br />stated that the city will begin working on a feasibility study for this project. <br />
