THE MOTION CARRIED 4-0. <br /> <br />COUNCILMEMBER DIETZ MOVED TO ADOPT RESOLUTION 99-88 APPROVING A LOCAL <br />INITIATIVE AGREEMENT WITH MNDOT FOR THE CONSTRUCTION OF BUSINESS CENTER <br />DRIVE, WACO STREET, AND HIGHWAY IMPROVEMENTS TO TRUNK HIGHWAY 10. <br />COUNCILMEMBER MOTIN SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />7.6. Highway 169 Pedestrian Bridge Update <br /> <br />City Engineer Terry Maurer updated the council on the pedestrian bridge over <br />Highway 169. <br /> <br />8. Other Business <br /> <br />Councilmember Dietz indicated that a student was hit by a car crossing School <br />Street from the Morrell parking lot area. Councilmember Dietz questioned the <br />requirement for Larry Morrell to have his parking lot fenced. Discussion pursued <br />regarding other requirements that were placed on the Morrell parking lot property. <br />It was the consensus of the council to have the director of planning contact Larry <br />Morrell regarding these issues and to provide an update to the City Council on <br />November 22. <br /> <br />e <br /> <br />Councilmember Thompson noted that the Boys and Girls Club will be opening on <br />November 29. <br /> <br />9. <br /> <br />Staff Updates <br /> <br />9.1. Police Union Update <br /> <br />The city administrator updated the City Council on the police union <br />negotiations process. He noted that the union has requested mediation <br />services from the State Bureau of Mediation Services. The city administrator <br />also informed the council that the four sergeants in the Elk River Police <br />Department have filed for establishment of a union. <br /> <br />10.
