These contacts will take the form of personal discussions, <br />as well as direct mail and e-mail messages that convey the community and position <br />profile to potential candidates Springsted identifies as meeting the profile criteria. <br /> <br />Our knowledge of, and volume of work in, Minnesota localities and throughout <br />the United States, allows us significant insight into those individuals who may <br />have <br />an interest in the City and who may best fit the City's qualifications, personality <br />and established organizational culture. <br /> <br />Based on our own experience, contacts and files, Springsted will identify and <br />actively seek individuals who meet or exceed the City's desired qualifications <br />and invite and encourage them to apply. Although the position will be publicly <br />advertised, many of the most qualified applicants will not respond to a public <br />announcement unless invited. <br /> <br />Springsted makes a significant effort to reach out to all potential candidates and <br />has a positive record of attracting a diverse pool of applicants. <br /> <br />Springsted has established a reputation among local government professionals <br />for handling searches discreetly and confidentially, so as not to jeopardize <br />current employment arrangements. This reputation removes a possible barrier <br />for prospective candidates with good employment situations. This is important <br />because the City will want to attract those individuals to the process. <br /> <br />The consultants will receive, acknowledge, review and screen each <br />application we receive based on the criteria developed with the City. <br />The information contained in the applications and resumes, and our <br />knowledge of the organizations for which the applicant works, will also <br />be evaluated. <br /> <br />Springsted will provide timely acknowledgment and periodic status reports <br />by personal letter to all applicants on behalf of the Mayor and City Council. <br /> <br />C. Identification of <br />Semi-Finalists <br /> <br />Springsted will identify those candidates whose qualifications most closely <br />match the criteria established by the City Council, and analyze and assess <br />the professional and personal qualifications and achievements of each, <br />carefully matching their credentials with the selection guidelines and the <br />position specifications. <br /> <br />The consultants will interview each of these candidates to verify and expand <br />on their written data and to ensure the candidates' real and continuing interest <br />in the position. Preliminary and discreet reference checks will be made with <br />individuals who are knowledgeable about each candidate. Depending on the <br />geographical location of the candidates, we may arrange to videotape these <br />candidates in order to save the travel expense of personal interviews for the <br />semi-finalists.
