Recruitment and <br />Preliminary Screening <br /> <br />~ Springsted <br /> <br />The following project approach and methodology is recommended for <br />recruiting and selecting a Community Development Director for the City <br />of Elk River. We would be willing to modify our approach and time <br />schedule, as requested by the City. <br /> <br />Springsted will meet with the Mayor, City Council and key staff to <br />establish working relationships, define and refine the project's scope, <br />procedures and timetable, and to develop and review the materials and details <br />required to successfully complete the project. <br /> <br />Individual interviews will be conducted with the Mayor and each member <br />of the City Council to determine the specific duties and responsibilities of the <br />position, as well as individual expectations concerning desirable training, <br />experience, professional and personal characteristics of the candidates. <br />As part of the interview process, the Mayor and each member of the City <br />Council will be asked to complete a Personnel Selection Profile questionnaire <br />that will provide specific information about their expectations of the <br />successful candidate. At the request of Council, we will also meet with and <br />interview the City's Administrator and department heads to gain insight into <br />their needs and expectations concerning the new Community Development <br />Director. In addition, at the City's request, Springsted staff will conduct up <br />to two (2) community meetings, or interview up to ten (10) citizens or <br />community leaders the Council identifies, who may interact with the <br />Community Development Director on a regular basis to offer a community <br />perspective concerning the personal qualities, knowledge, skills and abilities <br />a successful candidate should possess. <br /> <br />After the results of the interviews and questionnaires are analyzed and <br />summarized, the consultants will prepare and submit a position profile to the <br />Mayor and City Council for review and comment. <br /> <br />The City's existing community profile will be updated and a new position <br />profile specific to the Community Development Director's position, job <br />criteria, and employment conditions and parameters will be developed. An <br />example of a position profile is included in the Appendix. <br /> <br />Springsted will initiate a comprehensive search and recruitment process, based <br />upon City Council direction. Announcements detailing the position will be <br />placed in appropriate professional and news publications, on the City's and <br />Springsted's Web site, and in professional journals, as selected by the City. <br />At a minimum, Springsted would recommend that advertisements be placed in <br />newsletters and on Web sites of the International City Management Association <br />(lCMA), ICMA JOBS, League of Minnesota Cities, and other appropriate <br />professional publications and sites. In addition, direct contact will be made with <br />comparable communities in Minnesota and throughout the country to maximize <br /> <br />City of Elk River, Minnesota.
