SECONDARY <br /> Although the Energy City Commission has its ordinance, the City of Elk River's Area <br /> Chamber of Commerce Board of Directors passed a resolution that supported the Energy City <br /> Commission as an asset to the community.According to the Elk River Star News, the Chamber of <br /> Commerce passed this resolution in 2011, because the Energy City Commission was facing <br /> difficulties providing a clear focus for Energy City and promoting Energy City to the City of Elk <br /> River residents. It was also facing potential financial cuts within the City of Elk River budget <br /> (Chamber Backs Energy City Mission, 2011). <br /> 10-YEAR ACTION PLAN <br /> In reaction to the City of Elk River Area Chamber of Commerce's resolution,the City of Elk <br /> River's staff and the Energy City Commission sought to rejuvenate support for Energy City and <br /> provide a clear focus for it.As such,they developed a 10-year Action Plan that seeks to "make Elk <br /> River the most energy responsible city in Minnesota" and outlines steps toward a "healthy, <br /> prosperous, and sustainable city" (Energy City 2024 Action Plan, 2014). Specifically, the 10-year <br /> Action Plan has four goals, identifiable objectives, and high priority action tasks. The 10-year <br /> Action Plan's four goals are listed below: <br /> 1. Goal One: Promote the City of Elk River as the Energy City; <br /> 2. Goal Two: Economic Development of the Energy City; <br /> 3. Goal Three: Showcase Ideas of the Energy City; and <br /> 4.
