Transit

.

The use of transit as an alternative to the single occupant vehicle is another way to reduce
congestion. Enhanced bus service along the corridor is being proposed through express bus
service, new routes, expanded service area and hours of service, as described earlier. Twin
Cities Metro Transit, the St. Cloud MTC and other transit providers in the corridor can supply
employers/employees with transit stop locations and transit service within the corridor.

Employer Support

Employers along the corridor can support car/van pools and transit by:
· Designating preferential parking for car/van pools close to the entrance of their office
buildings.
· Giving their employees up to $65 per month in benefits to commute to work by transit or
eligible van pools (This program allows the employer to pay for the benefit, receive a
business tax deduction, and give the employee a tax-free benefit.)
· Permitting their employees to set aside pre-tax income (up to $65 per month) to pay for
transit or eligible van pools.

Communications/Marketing of Alternative Transportation Opportunities

Communications and marketing of alternative transportation opportunities to employers and
employees in the corridor is critical to making TDM strategies succeed. Two full time staff .
persons are recommended to implement and market TDM strategies in the corridor. The
transportation marketing staff could help employers along the corridor:

· set up and maintain a display of commuter information at the entrance to buildings
· educate employees on transit and rideshare opportunities
· sponsor a commuter fair along the corridor
· promote alternative modes of transportation during a designated month each year
· write/distribute a corridor newsletter to include commuter options, information on discounted
bus passes, and special commuter option events
· Maintain a current, corridor-wide database for ride sharing
· Provide rides hare matches
. Establish van pools
· The transportation marketing staff could work with employers to develop flexible work
schedules for employees.
· The transportation marketing staff could work with employers to develop telecommuting
programs, where practical.

Transit Supported Development

Development around transit stations should be designed to support the goals and objectives
established by the community and include the needs of transit users, residents and businesses in
the area. Since design can influence the choice of transit as a mode of travel, planning efforts .
should include a collaboration of government agencies, residents, local businesses, transit

16

Phase II Northstar Corridor Major Investment Study
Draft - TSM Alternative

June 24, 1999
