.

.

.

. Commercial Vehicle Administrative Processes - Provides electronic purchasing of
credentials and automated mileage and fuel reporting.
· Hazardous Material Incident Notification - Provides immediate notification of an assistance
incident and immediate request for help.
. Commercial Fleet Management - Provides communications between drivers and dispatchers
for efficient routing.

Travel Demand Management Strategies

Travel Demand Management (TDM) strategies help reduce congestion, especially during the
work commute, and conserve energy by encouraging the use of alternative modes of
transportation to driving alone. The Federal Transit Administration (FT A) has developed a
Commuter Choice Initiative in support of alternatives to the single occupant vehicle, such as
TDM strategies. Employers can benefit employees by offering TDM alternatives to commute to
work other than driving alone. TDM strategies have been shown to increase employee
satisfaction, improve employee retention rates and make the employer more competitive in a
strong economy. The following TDM strategies are being proposed for the Northstar Corridor
under the TSM Alternative.

Rideshare / Transit

Corridor Ridesharerrransit Services

Metro Commuter Services (MCS), sponsored by the Metropolitan Council, is the regional
clearinghouse for ride share matching in the Twin Cities metropolitan area. Some of the services
offered by MCS are ridematching services, subsidies for start-up vans of five or more
passengers, the Guaranteed Ride Home program and transit information. MCS has a
ridematching database covering the seven county metropolitan area. The St. Cloud Metropolitan
Transit Commission (MTC) provides services similar to MCS for the St. Cloud metropolitan
area.

Employees in the Twin Cities interested in car/van pooling can contact Metro Commuter
Services (MCS) for ride share matching services. To contact MCS, employees can:

. Call MCS at 651/349-RIDE (7433)
. Return the form at the back of the Commute Planner brochure
. Access the MCS web page at: www.metrocommuterservices.org
. E-Mail theinformationtoMCSat:commuter.services@metc.state.mn.us

Commuters in the St. Cloud area can call the St. Cloud MTC at 320/251-RIDE (7433).

Under this proposed strategy these two agencies will share a common database that will give
commuters a corridor-wide ridematching service for car and van pools. Today car/van pools can
be set up through rideshare matching services described above.

Phase II Northstar Corridor Major Investment Study
Draft - TSM Alternative

15
June 24,1999
