<br />Changeable Message Signs <br /> <br />. <br /> <br />Permanent signs that display a wide variety of messages to motorists are proposed for strategic <br />locations throughout the Northstar Corridor. Locations of changeable message signs are <br />important and should be positioned to allow travelers to select alternate routes in the event of <br />trouble ahead. A total of eleven (11) changeable message signs are proposed for the Northstar <br />Corridor as follows: <br /> <br />· On Highway 10 westbound - east of County Road 9 (Coon Rapids) <br />. On Highway 10 westbound - east of Highway 169/47 (Anoka) <br />· On Highway 10/169 westbound - east of Highway 101 (Elk River) <br />. On Highway 10 westbound - east of Highway 23 (St. Cloud) <br />· On Highway 10 southbound - north of Highway 15 (St. Cloud - North) <br />. On Highway 10 eastbound - west of Highway 23 (St. Cloud) <br />. On Highway 10 eastbound - west of Highway 24 (Clear Lake) <br />· On Highway 10 eastbound - west of Highway 25 (Big Lake) <br />. On Highway 10 eastbound - west of Highway 101 (Elk River) <br />. On Highway 10/169 eastbound - west of Highway 169 (Anoka) <br />. On Highway 10 eastbound - west of Highway 252/47 (Coon Rapids) <br /> <br />South of the proposed areas above along 1-94, changeable message signs are already available. <br /> <br />Automated Telephone Service <br /> <br />. <br /> <br />MnlDOT provides a 24-hour, statewide winter road condition call-in service. Under this strategy, <br />the toll free call-in service is proposed for expansion and promotion as follows: <br /> <br />· Provide up-to-the minute information on travel conditions in the Northstar Corridor year- <br />round. <br />· Market and promote the service throughout the Northstar Corridor. <br /> <br />Incident Management <br /> <br />Improving the detection, verification, response and clearing of incidents are significant steps <br />towards reducing congestion and improving safety. Generally, these ITS initiatives allow <br />transportation managers to monitor and record current traffic conditions, that in turn can be used <br />as the basis for up-to-the minute information on travel conditions in the Northstar Corridor. <br /> <br />A Transportation Operations Center (TOC) plays a critical role in management of incidents as it <br />serves as the central point for collecting, verifying and distributing up-to-the minute information. <br />As noted earlier, MnlDOT is planning for a TOC in the St. Cloud area that will cover Highway <br />10 to Hennepin County. MnlDOT's Traffic Management Center in the Twin Cities serves a <br />similar role and covers the Northstar Corridor up to the Anoka/Sherburne County border.
