.

.

.

minute information for the Northstar Corridor. Additional initiatives proposed under the
Incident Management Strategy include:

Vehicle Detection

Automated sensors can be used to detect the presence and speed of vehicles. Information can be
accumulated over a specific time period (e.g. 20-seconds to I-minute) and processed based on
inputs from several detectors. The information that results can be used to help transportation
managers identify when and where congestion occurs. This information then allows managers to
identify potential incidents and take immediate corrective action.

The following areas are recommended for installation of vehicle detection:

. Approximate 20 mile stretch on Highway 10/169 between Elk River & Coon Rapids.
. Approximate 4 mile stretch on Highway 47 between Highway 65 (Central Avenue) & 37th
Avenue NE.
. Approximate 4 mile stretch on Highway 10 between Minnesota Boulevard (South of
Reformatory) and north of Highway 15/10 Interchange.

Closed Circuit Television System (CCTV)

In addition to detecting the speed and presence of vehicles, a system of cameras are proposed to
be installed at strategic locations throughout the corridor. These locations will be closely tied to
the vehicle detection sites noted earlier and will play a critical role in verifying incidents and
improving response times. One camera can generally cover a 1 - 1 Y2 mile segment of roadway.

Cameras are recommended for installation along the following segments:

· Approximate 20 mile stretch on Highway 10/169 between Elk River & Coon Rapids.
. The
potential initiatives discussed under this strategy focus on ways to improve the operations and
management of public transit services in the corridor and techniques for providing up-to-the
minute information to passengers.

Phase II Northstar Corridor Major Investment Study
Draft - TSM Alternative

11

June 24, 1999
