.

.

.

Highway Advisorv Radio

Highway Advisory Radio (HAR) provides motorists with up-to-the minute information on travel
and road conditions. HAR is generally located to provide enough advance notice for travelers to
make appropriate decisions regarding their routes based on current information. For the
Northstar Corridor, seven (7) locations are proposed as follows:

· On Highway 10, approximately 2.5 mile radius from Highway 15 (St. Cloud - North)
· On Highway 10, approximately 2.5 mile radius from Highway 23 (St. Cloud)
. On Highway 10, approximately 2.5 mile radius from Highway 24 (Clear Lake)
· On Highway 10, approximately 2.5 mile radius from Highway 25 (Big Lake)
. On Highway 10, approximately 2.5 mile radius from Highway 101 (Elk River)
. On Highway 10, approximately 2.5 mile radius from Highway 169 (Anoka)
· On Highway 10, approximately 2.5 mile radius from Interchange of Highways 252/47 (Coon
Rapids)

Highway Advisory Radio is available in areas south of the above proposed locations.

Information via the Internet

This initiative allows travelers to gather up-to-the minute information by using their computers
to access the Internet either at home, work or on the road. Types of information that can be
provided include location and degree of congestion, incident location, construction/maintenance
areas and road closure information. In addition, links to other useful Internet sites can be
provided to the user.

Interactive Kiosks

Similar to information via the Internet, kiosks can be placed throughout the Northstar Corridor
and allow travelers to stop and get up-to-the minute information on the conditions that lie ahead.
In addition to the information described in the Internet section, current weather information
would also be considered for the interactive kiosks. Two interactive kiosks are proposed for
installation at rest areas along Highway 10 as follows:

· On Highway 10....... South of 10 & West of Elk River
· On Highway 10 ...... North of 10 & West of Big Lake

Phase II Northstar Corridor Major Investment Study
Draft - TSM Alternative

9

June 24, 1999
