.

.

.

Existing Transit Services, Infrastructure and Facilities

Transit service in the study area is provided by Metro Transit in the seven-county Twin Cities
metropolitan area, the Metropolitan Transit Commission in portions of the St. Cloud
metropolitan area, and county-based transit systems in Anoka, Sherburne, Benton and Stearns
Counties. While each area of the corridor has at least limited access to some transit service, no
corridor-based operations provide linked, cohesive service in the corridor as a whole. Although
there is some overlap and coordination in Anoka County, in general these are separately operated
systems providing service to a specific area.

St. Cloud Metropolitan Area

Transit Services

The St. Cloud Metropolitan Transit Commissions (MTC) is a transit authority responsible for
providing daily management and operations of the fixed route system and Specialized Service
ADA paratransit program in the cities of St. Cloud, Sauk Rapids and Waite Park.

The fixed route transit systems operates Monday through Saturday with thirty- and sixty-minute
headway schedules. The St. Cloud MTC operates seventeen routes; eleven operate on a timed
transfer system out of the Transit Center in downtown St. Cloud Monday through Friday 6:00
AM to 9:45 PM and Saturday's from 7:45 AM to 6:45 PM, and five seasonal routes operate out
of St. Cloud State University. The St. Cloud MTC's Specialized Service program provides
demand response paratransit services to persons with disabilities and mobility impairments.

Other services offered by the St. Cloud MTC include the Senior Rider and Metro Express. The
Senior Rider provides subscription curbside service to persons 60 year old and over from their
home to primary destinations, on a limited schedule. The Metro Express also provides
subscription curbside service and is available to employees working in St. Cloud's Industrial
Park West. The St. Cloud MTC also serves as the St. Cloud area's rideshare coordinator
providing ride-matching services for commuters.

The RiverRider Heartland Express in Sherburne County and Tri-Cap based in St. Cloud also
provide transportation services in or to the St. Cloud area. The RiverRider transports individuals
from St. Cloud to special workshop sites; Tri-Cap offers limited service to the elderly primarily
for grocery trips in the Sartell and St. Cloud MTC service area.

Transit Centers / Transfer Points

The St. Cloud MTC owns and operates two major transportation facilities: an operations center
where principal administrative and vehicle maintenance/vehicle storage functions are conducted,
and the MTC Transit Center in downtown St. Cloud which serves as enclosed transfer facility
and is staffed with dispatch/customer service personnel.

Phase II Northstar Corridor Major Investment Study
Draft - No-Build Alternative

5
June 10,1999
