<br />5.7 <br /> <br />Conceptual Design of the Vehicle Storage and Maintenance Facility <br /> <br />. <br /> <br />Based on the maintenance and transportation requirements of the -system,- the, Contractor will <br />develop a survey of facilities and usages at other commuter rail properties from existing <br />information. This comparison will be used to define'the-desiredrequirements-forthefacility.- <br />Based on this analysis, the Contractor will define the functional requirements for the facility and <br />determine the approximate size and footprint ofthe facility. These may include: <br /> <br />· Daily service and inspection of vehicles <br />· Mid-day and nighttime storage of vehicles <br />· Scheduled maintenance and minor repair <br />· Major overhaul and repair of vehicle components <br />· Storage of spare parts <br />· Fare revenue collection center <br />· System security center <br />· Administrative office space <br /> <br />The spatial requirements and organizational logic will be established for the facility. <br /> <br />The Contractor will also determine functions and facility requirements for a system control <br />center. The Contractor will assess what related communications linkages must be provided. <br />Based on this analyses, the central control facility's specific functions, capacity and conceptual <br />layout will be defined. - <br /> <br />. <br /> <br />5.8 Determine Location of Yard and Maintenance Facility <br /> <br />Candidate locations for the facility include: <br /> <br />· At the end of the line <br />· At the former BNSF yards in St. Cloud (which may be near the end of the line) <br />· At a point approximately in the middle of the corridor that would provide the yard and <br />maintenance facility at a point to service a stage one system that does not go to St. Cloud. No <br />decision on staging has been made; the overriding preference of the NCDA is service from <br />St. Cloud to Minneapolis from the start <br />. Other sites <br /> <br />These alternative sites will be evaluated; the candidate criteria include: <br /> <br />· Availability of land to accommodate the conceptual design developed in Task 5.7 <br />· Cost of land <br />· Compatibility with surrounding land uses <br />. Impact on train operations <br />. Number of "dead-head" miles <br />.
