.

The conceptual engineering will include:

· Analysis of potential private aHd public utilities. Preliminary designs te rectify any major
conflicts between the commuter rail facilities and the. affected utilities will be completed.
This analysis will include preliminary drainage analysis and design: The design wilhize'"aii"d
locate any required detention and/or retention facilities for storm water.
· Preliminary grading plan tn order to determine right-of-way
· - General assessment of any unusual soil conditions
· Property acquis~tion Tequirements

There products will be combined with the outputs from Task 2.1 and submitted to each
governmental agency with review and/or approval responsibilities.

5.5 Other Infrastructure Revisions

The Contractor will develop conceptual designs of revisions to various existing infrastructure
features which are required or desired to permit or facilitate commuter rail construction and
operation. Beyond resolving conflicts with various utility lines and structures (addressed in Task
5.4), there will be need to make adjustments to other existing infrastructure features to permit the
commuter rail facilities to occupy space and exist permanently. Under this task, major changes to
streets, highways, bridges, sidewalks, traffic control devices and the like will be identified and
conceptually defined.

.

5.6

Conceptual Systems Engineering

As the first step in the process, the Contractor will develop a set of functional design and
operating criteria for the system components of the commuter rail system. The systemwide
components include commuter rail vehicles, signaling systems, communications systems, central
control, and the fare collection system. The criteria will establish the physical limitation of the
components, such as dynamic envelope and minimum curve radius for the vehicles, and the
general performance expectations. The analysis will be based on the generalized requirements
from applicable existing commuter rail systems.

The Contractor will then prepare a conceptual outline specification for each of the following
system-wide components:

· Vehicles
· Fare collection

The Contractor will prepare a conceptual outline specification in coordination with BNSF for
each of the following system-wide components:

· Central control
· Signal system
· Communication system
· Security

.

A key element of this task will be the relationship to BNSF signal and control system.

Work Program for Northstar Corridor MIS and EIS
For the Proposed Commuter Rail Service
February 25, 1999

~.
~7l

21
Work Program
