Work Plan
Continued

.

Stations

Preliminary station locations for the Northstar Commuter Rail service
will be identified and input into the rail operations analysis; it is
expected that BNSF will provide input on the station locations.
Conceptual site plans will be prepared for two stations for the
extension study area.

Maintenance and Service Facilities

Define assumptions for maintenance and service facilities. Determine
location and design of end of line layover and light service facilities as
well as considerations for major maintenance of vehicles. Conceptual
site plans will be prepared for one additional end of line facility.

Systems Engineering and Costing

The work outlined and being implemented for this task in the
Northstar Corridor MIS and Commuter Rail Feasibility Study will be
used in the extension study. This will place emphasis on achieving the
best match with the local railroad operating environment, forecast .
demand, and a reasonable assessment of a probable project budget.

Fare Collection

The work outlined and being implemented for this task in the
Northstar Corridor MIS and Commuter Rail Feasibility Study will be
used in the extension study. The fare collection systems evaluated for
the Northstar Corridor will be consistent with the operating concepts
developed for the study.

Signals and Communications

The work outlined and being implemented for this task in the
Northstar Corridor MIS and Commuter Rail Feasibility Study will be
used in the extension study. The railroad signal system is a key
determinant of the operating capacity and potential operating speed of
a railroad.

Specific elements to be determined for the extension study area will
include: signal system layout and configuration; headway, speed and
capacity capability of the existing system; location and configuration of
central control; location and operation of interlockings; and type and
level of communications system in place. .

BRW, Inc.

#25092

3

Exhibit A-Revised Work Plall for the Extension of the
Northstar Corridor MIS west of St. Cloud
