Operations Planning and Costing <br /> <br />Develop Preliminary Operating Plans <br /> <br />The work outlined and being implemented for this task in the <br />Northstar Corridor MIS and Commuter Rail Feasibility Study will be <br />used in the extension study. As in the initial study this task will be <br />completed in two phases. In the first phase the operating plan will be <br />developed to coordinate with the main segments of the corridor at a <br />conceptual level of detail. In the second phase, a refined operating plan <br />will be developed after the DPM is run. <br /> <br />Estimate Operating and Maintenance Costs <br /> <br />The annual operations and maintenance (O&M) costs will be estimated <br />as is being completed in the Northstar Corridor MIS and Commuter <br />Rail Feasibility Study. The estimation of operating and maintenance <br />costs for the extension study will only be completed for the Commuter <br />Rail alternative odor all MIS alternatives with a bus component. The <br />BRW Team will develop resource build-up cost models consistent with <br />FT A guidelines for commuter rail and other selected modes. <br /> <br />Bus O&M Cost Model <br /> <br />The bus O&M cost model developed to estimate costs of all bus service <br />in the study region will be completed as it is being completed in the <br />Northstar Corridor MIS and Commuter Rail Feasibility Study. The bus <br />operating and maintenance cost model for the extension study will only <br />be completed for the Commuter Rail alternative or for all MIS <br />alternatives with a bus component. Additionally, the bus O&M cost <br />model will be based on current expenses and operations. The bus <br />O&M cost model will additionally be used to analyze possible bus <br />service from Collegeville to the possible commuter rail end of line in St. <br />Joseph. <br /> <br />Commuter Rail O&M Cost Model <br /> <br />The same methodology being used for this task in the Northstar <br />Corridor MIS and Commuter Rail Feasibility Study will be used for the <br />extension study to St. Joseph.
