.

.

.

Work Plan
Continued

B. Engineering and Capital Costing

This task will follow the same course as is being completed as part of
the Northstar Corridor MIS and Commuter Rail Feasibility Study. The
same assumptions will be used that are being implemented in the MIS.
Many of these assumptions are based on those in the Mn/DOT
Regional Phase 2 Commuter Rail engineering, operations and cost
estimating work.

Dispatch Planning Model (DPM)

The work outlined and being implemented for this task in the
Northstar Corridor MIS and Commuter Rail Feasibility Study will be
used in the extension study. With the assistance of David Mahle and
the work of BNSF Railroad staff the output of the DPM will be used to
analyze the impact of additional trains on service and on the need for
track improvements.

The following tasks will be completed: provide input to BNSF on the
proposed Commuter Rail service, work with the BNSF staff to assure
understanding of the Commuter Rail service plans, review the initial
model outputs from the BNSF DPM, work with BNSF staff to jointly
define track improvements and/ or signal improvements to create
potentially needed capacity in the most cost-effective manner, request
additional model runs as necessary, review and comment on the
implications for track improvements, request additional model runs
with different operational parameters/track plans as necessary, gain
concurrence with BNSF on the Commuter Rail service plan and
required track improvements and/ or signal improvements.

Civil Facilities

The work outlined and being implemented for this task in the
Northstar Corridor MIS and Commuter Rail Feasibility Study will be
used in the extension study. Conceptual engineering will be completed
for the civil facilities that are agreed to as a result of the analysis of the
DPM output.

Cost estimates will be developed with input from the BNSF Railroad
and from cost data developed by the BRW Team on similar projects.

Deliverables will include cost estimating methodology, detailed cost
backup materials, and cost summary tables.

BRW, Inc.

Exhibit A-Revised Work Plan for tlze Extension of the
Northstar Corridor MIS west of St. Cloud

#25092

2
