5.0 Conceptual Engineering/DEIS Support

.!

The DEIS engineering support wiII.define the physical and operational aspects of -the project
sufficiently to allow the project to be subjected to the environmental assessment of Task 4.0.

5.1.. Data Collection/Base Map

The Contractor will complete the collection of technical information about pertinent existing or
programmed conditions within the corridor - conditions which may Influence theDEIS, the-
physical planning, and the conceptual engineering work. Among the features of potential interest
are utility lines and structures including railroad facilities, streets and drainage facilities, building
and bridge structures, retaining walls, traffic flows and related data and property ownership.

Scaled but uncontrolled aerial digital orthophotography will be used by the Contractor as the
basis for plotting various data necessary for both engineering and environmental analysis, design
studies, and the development of the conceptual design plans. Aerial digital photography will be
prepared for the following uses:

· Rail Alignment Plan and Profile Drawings
· Station Areas and Storage YardlMaintenance Facility/Central Control

The Contractor will develop a CADD data base compatible for use on aerial photography.

5.2

Preliminary Geotechnicallnvestigations

.

The Contractor will obtain and review published information contained in the US Department of
Agriculture Soils Surveys, available historical soil borings, Quadrangle Maps and aerial
photographs; and perform a site inspection to review existing geotechnical conditions along the
corridor. Information obtained from the Contractor's data review and site inspection will be
documented in a written report.

5.3 Coordinate Track Engineering With BNSF

BNSF will be responsible for preparation of the conceptual engineering of the required track
improvements and any required right-of-way. The Contractor will coordinate with BNSF.

5.4 Conceptual Engineering For Each Station Site Plan

Station site plans will be developed under Task 2.1 Station Area Planning and Design.
Conceptual engineering will be completed on the following plan elements:

· Park-ride facility
· Feeder bus access, layout, and egress
· Auto access and egress
· Pedestrian and bicycle access and egress

.

Work Program for Northstar Corridor MIS and EIS
For the Proposed Commuter Rail Service
February 25, 1999

,.
-'

20
Work Program
