The FEIS will be consistent with the environmental requirements
of the Ff A and the NEP A. The subtasks for the FEIS include:

· Provide an environmental analysis for the LPTIS consistent with U.S. Department of
Transportation (DOT), FfA, Council on Environmental Quality (CEQ), NEPA, and other
applicable federal, Minnesota statutes, regulations and guidelines.

. This will likely include additional environmental
analysis of selected subject areas.

. Identify measures to mitigate potential adverse impacts, noting where authority and
responsibility for carrying out these measures reside. The report will discuss monitoring
requirements mandated by federal, state, and local jurisdictions to ensure that the measures
are enforced. Memoranda of Agreement will be developed between the parties responsible
for implementing and monitoring the measures. The mitigation measures will be
incorporated into the FEIS.

. A Permit Coordination Package will be prepared to share
with involved regulatory and permit review agencies. This package will provide information
on the project sufficient to assist the regulatory agencies in defining potential permitting
problems and in recommending to the PMT ways in which the project could be made more
acceptable from a permitting perspective. The package also will contain proposed mitigation
measures.

.

Work Program for Northstar Corridor MIS and EIS
For the Proposed Commuter Rail Service
February 25. 1999

IL-.~

18
\V ork Program
