<br />4.6 <br /> <br />Conduct DEIS Public Hearing(s) <br /> <br />. <br /> <br />The Contractor will assist the PMT in making arrangements to hold-up to three public hearings on <br />the DEIS. Activities will include: <br /> <br />_,_....,.~.._,,- h::"':'.- -~._ .-. <br /> <br />. Secure meeting locations <br />. Prepare the hearing advertisement <br />. Prepare handout materials <br />. Assist in making presentations <br />· Prepare transcripts <br />· Record all comments received <br /> <br />4.7 FEIS Preparation <br /> <br />The FEIS will incorporate comments received on the DEIS and specifically identify methods to <br />be used for mitigating impacts. The FEIS will be consistent with the environmental requirements <br />of the Ff A and the NEP A. The subtasks for the FEIS include: <br /> <br />· Provide an environmental analysis for the LPTIS consistent with U.S. Department of <br />Transportation (DOT), FfA, Council on Environmental Quality (CEQ), NEPA, and other <br />applicable federal, Minnesota statutes, regulations and guidelines. <br /> <br />. Respond to public and review agency comments received on the DEIS. <br /> <br />. <br /> <br />. Resolve remaining DEIS issues necessary to complete selection of a final rail alignment and <br />station and maintenance facility location. This will likely include additional environmental <br />analysis of selected subject areas. <br /> <br />. Identify measures to mitigate potential adverse impacts, noting where authority and <br />responsibility for carrying out these measures reside. The report will discuss monitoring <br />requirements mandated by federal, state, and local jurisdictions to ensure that the measures <br />are enforced. Memoranda of Agreement will be developed between the parties responsible <br />for implementing and monitoring the measures. The mitigation measures will be <br />incorporated into the FEIS. <br /> <br />. Identify the environmental permits that will be required prior to construction of the system. <br />The permits will be identified by name of agency, permitting application requirements, and <br />schedule for obtaining the permits. A Permit Coordination Package will be prepared to share <br />with involved regulatory and permit review agencies. This package will provide information <br />on the project sufficient to assist the regulatory agencies in defining potential permitting <br />problems and in recommending to the PMT ways in which the project could be made more <br />acceptable from a permitting perspective.
