<br />. <br /> <br />· Based on the transit planning model and the analysis of transit ridership, the trip distribution <br />for the individuals will be determined. Future land use changes in the station area resulting <br />from the station area planning program will be considered. <br />· Based on the trip generation and trip distribution', the trips for each station including those for <br />the adjoining development will be assigned to the roadway network on a daily and peak hour <br />.basis.' - ,~.' .-- <br />· For each station area, significant traffic impacts will be identified and possible mitigation <br />measures will be suggested. <br /> <br />The Contractor will also perform an initial review of proposed commuter rail/roadway grade <br />crossings. The following analyses will be performed: - <br /> <br />· Survey of existing or as-built conditions of roadways involving at grade crossings. <br />· Review grade crossing and identify candidate safety and operational upgrade with respect to <br />traffic control and safety (e.g., signing, striping, traffic control devices, warning devices, <br />etc.). <br /> <br />4.5.4 Construction Impact Analysis <br /> <br />. <br /> <br />Short-term, construction impacts to be evaluated will include traffic and circulation disruption, <br />business and economic disruption, neighborhood disruption, construction equipment noise and <br />ground-born vibration, dust dispersal, erosion and sedimentation, utility relocations and <br />disruptions, and public health ~nd safety factors. Likely construction methods will be described. <br />Measures to mitigate potentially significant adverse impacts will be formulated and described in <br />the OEIS. <br /> <br />4.5.5 Environmental Impact Mitigation Measures <br /> <br />As the OEIS process identifies potentially adverse environmental impacts, they will be addressed <br />for mitigation. Mitigation measures may be considered for noise and vibration control, business <br />and household relocations, restrictions to ground level circulation, visual impacts, wetlands, <br />floodplains, cultural resources, hazardous materials, disposition, etc. <br /> <br />4.5.6 Prepare Preliminary DEIS <br /> <br />The Contractor will document the results of the data collection effort and the environmental <br />analysis performed. The Contractor will prepare a Oraft Environmental Impact Statement as <br />described in NEPA and FTA rules and procedures. The Contractor will then prepare a Notice of <br />Availability and distribute the DEIS. <br /> <br />4.5.7 FTA Approval and Distribution of DEIS <br /> <br />The Contractor will transmit the preliminary DEIS to FTA for review and comment.
