The Phase 1 investigation of archaeological and historic features will entail the following tasks.

.

· Review of existing data to locate National Register listed or eligible. historic-and
archaeological properties within the area of potential effect (APE) and assessment of the
. potential for unknown significant properties within theAPE. TheContractorwill'consnlt
with the State Historic Preservation Officer (SHPO) relative to these preliminary
assessments.

. · If any station areas or auxiliary facility locations show potential for signif!cant impact on
historic or prehistoric archaeological resources, Phase 1 testing {shovel tests) will be
completed to establish evidence for cultural materials and intact soils. Any standing
structures to be impacted by new construction will be assessed for their physical integrity and
age, photo-documented, and submitted to the SHPO for review. If the SHPO requests Phase
2 evaluation of any archaeological or historic resources, a second itemized budget will be -
submitted. Phase 2 evaluations are designed to assess the eligibility of a property for listing
in the National Register of Historic Places. When eligible properties are identified within the
area of potential effect, mitigation strategies will be discussed.

4.5.1.7

Determination of Section 4(f) Involvement

The Contractor will determine whether Section 4(t) properties will be affected by the project.
The work program assumes that no 4(f) properties will be impacted.

4.5.1.8

Visual/Aesthetic Impact Analysis

.

The Contractor will assess the potential visual and aesthetic impacts of propos.ed alternatives.
Impacts will be assessed with reference to facility users and facility observers.

4.5.1.9

Farmlands Impact Analysis

In accordance with the Farmland Protection Policy Act of 1984, coordination with the Soil
Conservation Service (SCS) will be undertaken to determine if farmlands bordering the corridor
are of prime, unique statewide, or local importance. While conducting the field review for this
portion of the data collection process, information will be gathered so that Form AD-l 006 can be
completed. For the purposes of defining the scope of services, it is assumed that no prime, unique
statewide, or local importance farmlands will negatively impacted.

4.5.2 Natural Impacts Assessment

4.5.2.1 Hydrologic and Natural Features

The Contractor will collect data and analyze impacts of the proposed alternatives on aquatic
preserves, floodplains, and f1oodways. Data will be compiled through direct field observations,
coordination with applicable agencies, and field reviews involving those agencies. On-going
agency coordination will ensure the use of current accepted data and provide long-term
agreement on baseline conditions and potential course of action.

.

Work Program for Northstar Corridor MIS and EIS
For the Proposed Commuter Rail Service
February 25. 1999

~.
-,"\.

14
Work Program
