<br />. <br /> <br />future land use maps delineating residential, commercial, industrial, public, agricultural, and <br />undeveloped areas adjacent to the proposed alignments. <br /> <br />4.5.1.2 <br /> <br />_ Community Facilities <br /> <br />Through contact with local officials, research of available records,telephonedireewries,>CU1dfield <br />inventory, the community services and facilities within the project area will be identified. Local <br />public service organizations will be contacted for information on their operational procedures and <br />any comments they may have on the proposed alternatives. <br /> <br />4.5.1.3 <br /> <br />Social-Economic Impacts <br /> <br />The Contractor will analyze socio-economic impacts associated with the build and no build <br />project alternatives per the FfA process and requirements. This analysis will evaluate both <br />positive and negative impacts to the corridor, the community and site specific areas that include <br />commuter rail station areas, park-and-ride facilities, and areas designated for future joint <br />development. The Contractor will analyze land use changes, such as, opportunity for <br />development, and zoning modifications that may result form the configuration or operation of the <br />alternatives proposed. The socio-economic impacts that may result from such land use changes <br />will be evaluated and documented. Potential impacts from the standpoint of short-term and <br />permanent employment created from construction and operation of the proposed facility will be <br />assessed and quantified. <br /> <br />4.5.1.4 <br /> <br />Environmental Justice and Title 6 Compliance <br /> <br />. <br /> <br />Potential impacts on neighborhoods will be identified from the neighborhood profiles developed <br />in previous subtasks, from U.S. census data, city, county, and from the ongoing public <br />participation process. Rather than making judgments as to the significance of social impacts, this <br />analysis will quantify impacts and will identify the types of individual groups most likely to be <br />affected. Particular attention will be given to the transit-dependent population. <br /> <br />4.5.1.5 <br /> <br />Displacements and Relocation <br /> <br />The Contractor will be responsible for preparing a technical memorandum that documents the <br />right-of-way acquisition associated with the various alternatives being considered for the project. <br />As part of the referenced technical memorandum, the Contractor will examine the amount and <br />location of property proposed for acquisition using available aerial photography and through <br />conducting windshield surveys along the commuter rail line. Additionally, the estimated cost to <br />acquire the property and relocate impacted residential or business structures will be calculated. <br />The mitigation section of the technical memorandum will include a summary of the relocation <br />payments and services as required under the Uniform Relocation Assistance and Real Property <br />Acquisition Act of 1970, as. amended, and as required by state law. <br /> <br />4.5.1.6 <br /> <br />Archaeological and Historic Features <br /> <br />The scope of work for archaeological and historic features is based on the assumption that since <br />the project will use an operating rail line, and earth disturbing activities will generally be limited <br />to the location of stations, that the project will generate few new impacts to cultural resources. <br /> <br />. <br /> <br />Work Program for Northstar Corridor MIS and EIS <br />For the Proposed Commuter Rail Service <br />February 25, 1999 <br /> <br />~...... <br />.;~ <br /> <br />13 <br />Work Program <br />
