II ~~~~~-..

Task 1: Public
Involvement

Task 2: Commuter Rail
Alternative

BRW, Inc.

n25092

Wark Plan

.

The Work Plan that follows is composed of the following tasks in order
to complete an extension study west of downtown St. Cloud. The
Work Plan follows the basic outline of the original scope of work that
was prepared for the Northstar Corridor from downtown Minneapolis
to St. Cloud. However, the Major Investment Study (MIS) does not
need to be extended since the original MIS study does take into account
travel characteristics and needs into Stearns County. The following
areas will be a part of this extension study: Breckenridge switching
yards, Crossroads Shopping Center area, the former BNSF yards/ car
shop in Waite Park and downtown St. Joseph. Estimates of system
usage, costs, and public interest in having stations in these locations
will be gauged consistent with the current study.

1. Public Involvement
2. Commuter Rail Alternative Analysis (which includes stations,
patronage, track engineering, operating and maintenance costs,
capital costs, and BNSF integration)
3. Products /Deliverables
4. Management Plan and Schedule

The public involvement program will follow the program that was seja,
up as part of the Northstar Corridor MIS and Commuter Rail .
Feasibility Study work program. The public involvement process that
is currently being implemented will continue to be used for the
completion of the extension study. The mailings and materials that are
currently being sent out will be expanded to include the extension
study area.

Additionally, a planning forum will be held in the St. Cloud
metropolitan area to discuss potential station locations and a system
operating plan. The planning forum will be used to pose questions to
stakeholders, business people, and politicians on their view of what
type of service is needed in the area west of downtown St. Cloud.

A.

Railroad Coordination

Railroad coordination that is currently being conducted as part of the
Northstar Corridor MIS and Commuter Rail Feasibility Study will be
expanded to include the area west of downtown St. Cloud and to the
area of St. Joseph. The purpose of this task is to ensure that throughout
the course of the extension study a continuing and productive exchange
of information is maintained among the BNSF, the Project Team, and
local government jurisdictions.

.

1

Exhibit A-Revised Work Plan for the Extension pf the
Nortlzstar Corridor MIS west of St. Cloud
