<br />. <br /> <br />framework to initiate and implement strategies which provide short-term improvement of the <br />transportation network. <br /> <br />· Transportation Management Strategies. These included measures, policies, and actions to <br />reduce or better control traffic volumes and vehicle occupancy and consist of: <br /> <br />Alternative Work Schedules <br />Congestion Pricing <br />Electronic Bulletin Board System and Information Kiosks <br />Highway Advisory Radio (HAR) Signs <br />Incident Management <br />Ridesharing (carpool/vanpool) <br />Variable Message Signs <br />Pedestrian!Bicycle Integration <br />Parking Management <br />Signal timings at selected intersection locations <br />Minor roadway widenings <br /> <br />. <br /> <br />· Service Expansion. New routes would be initiated along the Northstar Corridor. These would <br />provide links to the major activity centers in the corridor, downtown Minneapolis and the Saint <br />Cloud area. To improve accessibility and modal integration, bicycle racks would be added <br />along selected routes. Service span and frequency would be increased on selected routes to <br />improve access to important activity centers along the route and also improve overall route <br />attractiveness. <br /> <br />· Queue Bvpass Lanes. These lanes would be implemented to improve transit speeds in <br />congested locations along the corridor. Potential locations included intersections and <br />expressway ramps cOlfsistently operating at conditions worse than LOS D during peak periods. <br />Also, diamond lanes and bus shoulder use would be implemented along selected roadways to <br />improve transit speeds and overall reliability. <br /> <br />· Ramp Meters. Ramp meters are signals located on expressway ramps to control the timing of <br />vehicles merging into main lanes. These would be used in conjunction with queue bypass lanes <br />to provide preferential access to transit and other high occupancy vehicles. <br /> <br />· Park-and-Ride Lots. Existing park-and-ride lots would be expanded in coordination with new <br />express routes.
