.

v. DEVELOPMENT OF MULTI-MODAL
TRANSPORTATION STRATEGIES

The transit options that were defined and preliminarily screened, as well as the previously identified
highway options were used in the development of the multi-modal transportation strategies. A total
of nine strategies were developed by blending the transit and highway options.

1. MULTI-MODAL TRANSPORTATION STRATEGIES

1.1 DEFINITION

No Build, Transportation Management/Bus Improvements, and Build comprised the transit and
highway options that were evaluated in the study corridor. The multi-modal transportation
strategies are defined below. A detailed discussion of each option is also included in this report.

· The No Build option included only those roadway and transit improvements defined in the
appropriate agencies' Long Range Transportation Plans and Transit Development Plans for
which funding has been committed.

.

· Transportation Management options included lower-cost transit operation and infrastructure
modifications that improve service efficiency and effectiveness. They also represent the
baseline to which other options will be compared.

· Build options included various higher-cost bus and rail-based alternatives and new roadway
implementation that may require a significant construction effort and investment in
infrastructure. Based on recommendations from the evaluation of transit technologies, build
options shall include bus, commuter rail and light rail transit.
'"

.

Northstar Corridor Major Investment Study
Conceptual Definition of Alternatives
February 1999

V-I
