Like ITS technologies, this option has relatively low if no right-of-way requirements. . <br />This option has potential for corridor segments in fully developed areas such as Minneapolis. <br /> <br />2.5 ADDITION OF THROUGH-LANES OR HOV LANES <br /> <br />This option assumed construction of one of the following on the TH 10 corridor: <br /> <br />a) An additional through-lane per direction <br /> <br />b) A high occupancy vehicle (HOV) lane in each direction. The lanes would not have a barrier <br />or buffer separation from existing travel lanes. Restrictions would be in effect during peak <br />travel periods: 6:00 AM to 9:00 AM in the eastbound direction and 3:00 PM to 6:00 PM in the <br />westbound direction. At all other times, the lanes would be used for general purposes. <br /> <br />Because of additional right-of-way required by this option, its application is limited to rural and <br />developing areas. <br /> <br />2.6 CONSTRUCTION OF INTERCHANGES AT KEY LOCATIONS <br /> <br />This option assumed construction of interchanges at the following locations: Michigan A venue <br />Southeast in St. Cloud; TH 24/CSAH 6 in Clear Lake; CSAH 11 in Becker Township; and TH 25 <br />in Big Lake. (Note: The interchange at Michigan Avenue Southeast in St. Cloud is part of <br />MnlDOT's District 3 plan.) Again, because of additional right-of-way required by this option, its . <br />application is limited to rural and developing areas. <br /> <br />2.7 CONSTRUCTION OF BYPASS <br /> <br />This option assumed construction of a highway bypass at the following locations: Elk River, Big <br />Lake, Becker and Clear Lake. No bypass options were considered for the area south of the City <br />of Anoka because of existing and dense development in Coon Rapids, Fridley, Columbia Heights <br />and Minneapolis. <br /> <br />2.8 CONSTRUCTION OF FULLY-CONTROLLED ACCESS FREEWAY <br /> <br />This option assumed construction of TH 10 to a fully access control freeway. This would entail <br />an interchange at every identified local access location.
