<br />Elk River City Council Minutes <br />March 8. 1999 <br /> <br />Page 3 <br /> <br />. <br /> <br />Mayor Klinzing opened the public hearing. <br /> <br />Kathy Swanberg, P.O. Box 130, Becker, MN, indicated that she recently learned <br />that Associated Developers had declared tha't a private road will be constructed <br />in her area, and was concerned that she (as part owner of that land) would be <br />land-locked out of her own property. She also expressed dissatisfaction with lack <br />of notifications for purchase and option agreements. Kathy continued to state <br />her opinion regarding the developer's cooperation and business procedures, and <br />informed the council of how those actions have affected her and her property. <br /> <br />Council member Dietz requested that Ms. Swanberg state information pertaining <br />to the plat being presented to the council, an9 take up unrelated issues with the <br />appropriate parties. <br /> <br />Council member Motin stated that although Ms. Swanberg's property is not part <br />of the plat at hand, he too has concerns regarding the structure of the <br />preliminary plat. and the indication of a possible private road. <br /> <br />Councilmember Thompson stated that although he understands the concerns <br />with a possible private road, and most likely would not approve of a private road, <br />he concurred with Council member Dietz in that the issue at hand is the <br />preliminary plat. and that it was not the appropriate time to present unrelated <br />personal opinions. <br /> <br />e <br /> <br />Council member Dietz stated that the city has already set a precedent with the <br />layout of Elk Park Center, and did not believe it to be likely that two cul-de-sac <br />roads and a private road would be approved for this project. <br /> <br />Kathy Swanberg pointed out that her discontent with the issue lies mainly with the <br />developer, and the fact that she has never signed nor received copies of <br />purchase and option agreements. <br /> <br />There being no further comments, Mayor Klinzing continued the public hearing to <br />the March 15, 1999, meeting at which representatives of Associated Developers <br />of the Twin Cities, Inc. could be in attendance. <br /> <br />Following council discussion, it was determined that it is likely that this project will <br />be comparable to the Elk Park Center project. The council expressed interest in <br />this project becoming another Elk Park Center, as it appears to have an excellent <br />traffic flow. Councilmember Thompson stated that he would be open to <br />recommendations provided that a private road would not cause land to the <br />west to become land-locked. <br /> <br />7.1. <br /> <br />Review Director of Plannina Selection Process <br /> <br />. <br /> <br />City Administrator Pat Klaers indicated that consultant Jim Brimeyer, Finance <br />Director Lori Johnson, and he have selected fQur candidates for interviews. Pat <br />stated that Planning Commission Chair Doran Cote and Planning Commissioner <br />Louise Kuester have volunteered to sit in on the interview team. Pat requested <br />that at least one council member also help in the selection process. <br />
