COUNCILMEMBER DIETZ <br />SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />Consider Resolution ADorovina a MnDOT Limited Use Permit for Pedestrian Bridae <br />over TH 169 <br /> <br />City Administrator Pat Klaers presented information from the 3/3/99 memo <br />provided by City Engineer Terry Maurer. <br /> <br />COUNCILMEMBER THOMPSON MOVED TO APPROVE RESOLUTION 99-24 APPROVING <br />A MnDOT LIMITED USE PERMIT FOR THE INSTALLATION OF A PEDESTRIAN BRIDGE <br />OVER TRUNK HIGHWAY 169. COUNCILMEMBER DIETZ SECONDED THE MOTION. THE <br />MOTION CARRIED 4-0. <br /> <br />Council member Motin expressed concern as to where the pedestrian bridge will <br />be linking up. He stated that he would encourage a process by which a <br />determination or plan may be established to portray what is being achieved. <br /> <br />COUNCILMEMBER MOTlN MOVED THAT THE CITY COUNCIL DIRECT THE PARK AND <br />RECREATION COMMISSION TO ESTABLISH A TRAIL SYSTEM PLAN FOR THE EAST SIDE <br />OF HIGHWAY 169 TO LINK WITH THE PEDESTRIAN BRIDGE WITH A VIEW TOWARDS <br />COUNTY ROADS 12 AND 13. COUNCILMEMBER THOMPSON SECONDED THE <br />MOTION. THE MOTION CARRIED 4-0. <br /> <br />UDdate on County Road 12/13 Imorovement Proiect <br /> <br />City Administrator Pat Klaers presented information from the 3/4/99 memo <br />provided by City Engineer Terry Maurer. Pat indicated that the county is still <br />working to acquire the necessary easements Glong CSAH 12 for the completion <br />of their project. One addition has been made to the list of conditions regarding <br />the funding of CSAH 12 and CSAH 13, this being that the City of Elk River will pay <br />its fair share for the reconstruction of CSAH 12, estimated at $150,000 after the <br />increase in ISTEA funding is split between Sherburne County and the City of Elk <br />River. Pat stated that this compromise reduced the City of Elk River's estimated <br />cost for the CSAH 12 upgrade from over $300,000 to the $150,000 range. He also <br />indicated that this information will be presented to the County Board and the City <br />Council will be updated following receipt of the results. <br /> <br />aDen Mike <br /> <br />No one appeared for open mike. <br /> <br />Reauest bv Associated DeveloDers of the Twin Cities, Inc. for Preliminary Plat (Elk <br />River CrossinaL Public Hearina Case No. P 98-8 <br /> <br />Reauest by Associated DeveloDers of the Twin Cities, Inc. for Conditional Use <br />Permit. Public Hearina Case No. CU 98-26 <br /> <br />Assistant Planner Scott Harlicker presented the staff report for the preliminary plat <br />and conditional use permit requested by Associated Developers of the Twin <br />Cities, Inc. In absence of representation by Associated Developers, discussion <br />was opened with the anticipated continuation to the March 15, 1999, City <br />Council meeting. <br />
