Discussion pursued regarding a possible conflict <br />of interest due to Mr. Ruprecht's previous employment which included owning his <br />own construction business and doing work in Elk River. Steve Rohlf indicated that <br />Mr. Ruprecht would not be able to do construction work in the city limits and <br />would not be able to work for or contract with a general contractor who works in <br />the city limits. The Council requested that this be included in the employment <br />stipulations. <br /> <br />COUNCILMEMBER DIETZ MOVED TO AUTHORIZE HIRING ROBERT RUPRECHT AS THE <br />CITY BUILDING/HOUSING INSPECTOR WITH THE FOLLOWING STIPULATIONS: <br /> <br />STARTING DATE, MARCH 15, 1999 <br />ONE YEAR ORIENTATION PERIOD (MARCH 15,2000) AND MUST ACHIEVE STATE <br />OF MINNESOTA LIMIT BUILDING INSPECTOR CERTIFICATION WITHIN THE FIRST <br />YEAR <br />STARTING PAY - STEP 1, PAY GRADE 13 ($18.89/HR*) <br />NEXT PAY PERIOD AFTER RECEIVING LIMITED CERTIFICATION SALARY WILL BE <br />RAISED TO STEP J ($19.74/HR*) <br />NORMAL COST OF LIVING INCREASES STARTING IN JANUARY, 2000 <br />FIRST REGULAR STEP INCREASE - JULY 1, 2000 - STEP K (20.62/HR*) <br />MUST BE A STATE OF MINNESOTA CERTIFIED BUILDING OFFICIAL WITHIN TWO <br />YEARS OF START DATE - MARCH 15,2001 <br />CANNOT PERFORM CONSTRUCTION WORK IN THE CITY LIMITS OF ELK RIVER <br />CANNOT WORK WITH OR HIRE GENERAL CONTRACTORS TO PERFORM <br />CONSTRUCTION WORK IN THE CITY LIMITS OF ELK RIVER <br /> <br />COUNCILMEMBER MOTIN SECONDED THE MOTION. Consider Final Plat for Lafavette Woods Addition Final Plat, Case No. 99-4 <br /> <br />. <br /> <br />Steve Wensman stated that the Council continued this plat request to resolve a <br />screening issue between Ridgewood and Lafayette Woods Third Addition. He <br />noted that a meeting with the developer, city staff and representatives of the <br />Ridgewood Homeowners Association resulted in an agreement to a landscape <br />plan which would address the buffering issue. <br /> <br />Ron Bastyr, developer of Lafayette Woods, stated that he previously donated 31 <br />acres for park land, which was over and above the park dedication fees that he <br />also agreed to pay. He requested the Council to allow him to pay $650 per acre <br />for park dedication in lieu of the newly adopted park dedication fees. He further <br />requested the Council to consider charging $900 per acre for park dedication for <br />the next phase of the plat in consideration of the 31 acre donation. <br /> <br />COUNCILMEMBER THOMPSON MOVED TO ADOPT RESOLUTION 99-21, GRANTING <br />FINAL PLAT APPROVAL FOR LAFAYETTE WOODS 3RD ADDITION, CASE NO. P 99-4 WITH <br />THE CONDITIONS LISTED IN THE STAFF MEMO PLUS AN ADDITIONAL STIPULATION THAT <br />$650 PER LOT BE CHARGED FOR PARK DEDICATION (REASON FOR $650 IS THAT THE <br />
