THE MOTION CARRIED 4-0. <br /> <br />Council member Dietz suggested that a representative of the Park and <br />Recreation Commission be present to explain the 31 acre donation when the <br />next phase of the plat is proposed. Mayor Klinzing stated that in the future, park <br />land donations should be noted in writing so that the Council is fully informed of <br />the situation. <br /> <br />4.3. Reauest by Morrell Comoanies for Zone Chanae, Public Hearina Case No. ZC 99-1 <br /> <br />4.4. Reauest by Morrell Comoanies for Conditional Use Permit, Public Hearina Case <br />No. CU 99-3 <br /> <br />Planning Assistant Scott Harlicker stated that Morrell Companies is requesting a <br />zone change to Antenna Overlay District and a conditional use permit to <br />construct a 174 foot antenna tower on property located at 10752 17151 Avenue, <br />Lot 1, Block 1, Larry Morrell Addition. Scott Harlicker reviewed the staff memos on <br />these issues. He noted that the Planning Commission has recommended <br />approval of both requests. <br /> <br />Mayor Klinzing opened the public hearing for items 4.3 and 4.4. There being no <br />one for or against these issues, Mayor Klinzing closed the public hearing. <br /> <br />e <br /> <br />COUNCILMEMBER DIETZ MOVED TO ADOPT ORDINANCE 99-21 AN ORDINANCE <br />AMENDING THE CITY OF ELK RIVER ZONING MAP TO REZONE CERTAIN PROPERTY TO <br />AT (ANTENNA OVERLAY) CASE NO. ZC 99-1. COUNCILMEMBER THOMPSON <br />SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />COUNCILMEMBER THOMPSON MOVED TO APPROVE A CONDITIONAL USE PERMIT <br />REQUESTED BY MORRELL COMPANIES FOR A 174 FOOT WIRELESS <br />TELECOMMUNICATION TOWER AND SUPPORTING EQUIPMENT WITH THE FOLLOWING <br />CONDITIONS: <br /> <br />1. THE TOWER BE DESIGNED TO ACCOMMODATE ONE ADDITIONAL USER. <br />2. THE TOWER SHALL BE A COLOR THAT BLENDS IN WITH THE SURROUNDING <br />ENVIRONMENT. <br />3. NO SIGNS, LIGHTING OR ADVERTISING ARE ALLOWED ON THE TOWER. <br />4. THE APPLICANT SHALL SUPPLY ALL NECESSARY CONSTRUCTION AND DESIGN <br />INFORMATION AS OUTLINED IN THE ORDINANCE. <br />5. THE APPLICANT SHALL RECEIVE ALL NECESSARY BUILDING PERMITS. <br /> <br />COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />4.5. Region 7W Transoortation Proaramming Policy Committee ITPPCI Uodate <br /> <br />Mayor Klinzing stated that the TPPC met on Thursday to discuss project funding. <br />She indicated that Elk River's project was accE?pted for funding by the 7W <br />Transportation Committee in the amount of $360,000. The project includes the <br />resurfacing and improvement of 1751h from the new Tyler Street to Fillmore. <br /> <br />e <br />
